2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和07・08・09年度最高裁判所競争参加資
格(全省庁統一資格)の「物品の製造」又は
「物品の販売」において、A、B又はC等級
に格付けされる者であること。ただし、「物品
の販売」において、C等級に格付けされた者
は、本入札公告の販売と同等以上の仕様の販
売をした実績を証明できる者であること。
(4)上記2(3)の資格の申請の時期及び場所は、
全省庁統一資格申請の方法による。
(5)開札時において、最高裁判所から指名の対
象外とすることを定める措置を受けていない
こと。
(6)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。

4その他
(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項この一般競争入
札に参加を希望する者は、入札説明書で示し
た供給物審査に必要な書類を令和7年8月12
日正午までに提出しなければならない。
入札者は開札日の前日までの間において、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、それに応じなければな
らない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法本公告に示した物品を
納入できると支出負担行為担当官が判断しう
る資料を事前に提出した上で入札書を提出し
た入札者であって、予算決算及び会計令第79
条の規定に基づいて作成された予定価格の制
限の範囲内で最低価格をもって有効な入札を
行った入札者を落札者とする。

5 Summary

(6)Qualification for participating in the bid-
ding procedures: Suppliers eligible for par-
ticipating in the proposed bid are those who
shall : (A)not apply to Article 70 of the Cabi-
net Order concerning the Budget, Auditing.
and Accounting (however, minors, persons
under curatorship, or persons under assis-
tance who obtained the consent necessary
for concluding a contract may be applicable
to the status of special reasons within the
said article); (B)not apply to Article 71 of
the above-mentioned Cabinet Order; (C)
have Grade A, B or C in Manufacturing or
Selling classification in terms of the qualifi-
cation for participating in bids required by
the Supreme Court (single qualification for
every ministry and agency) in the fiscal
years 2025, 2026 and 2027; besides, those
who have Grade C in Selling classifications
need to be able to prove the record of ex-
perience of selling equivalent or superior
service to the case of this bid notice; (D)
have not received suspension of designated
contractor status from the Supreme Court
at the time of the opening of bids; and (E)
meet the qualification Requirement which
the obligated officer may specify in accor-
dance with Article 73 of the above-
mentioned Cabinet Order

qualification of (6) shall be in the manner of
application for single qualification for
every ministry and agency
