(4)入札者に要求される事項
(ア)電子調達システムにより参加を希望する
者は、入札書類データ(証明書等)ととも
に支出負担行為担当官の交付する入札説明
書に示す特定役務を履行できることを証明
する書類を作成し、上記3(4)の受領期限ま
でに上記3(2)に示すURLに電子調達シス
テムを利用して提出しなければならない。
(イ)紙入札方式により参加を希望する者は、
必要な証明書等とともに支出負担行為担当
官の交付する入札説明書に示す特定役務を
履行できることを証明する書類を作成し、
上記3(4)の受領期限までに上記3(1)に示す
場所に提出しなければならない。
なお、(ア)、(イ)いずれの場合も、開札日の前
日までの間において支出負担行為担当官(補
助者含む)から証明する書類等に関する説明
を求められた場合には、それに応じなければ
ならない。
(5)入札の無効本公告に示した競争参加資格
のない者のした入札、入札者に求められる義
務を履行しなかった者のした入札、その他入
札に関する条件に違反した者のした入札は無
効とする。
(6)契約書作成の要否要
本業務は、契約手続にかかる書類の授受を
電子調達システムで行う対象業務である。な
お、電子調達システムによりがたい場合は、
発注者の承諾を得て紙契約方式に代えるもの
とする。
(7)落札者の決定方法本公告に示した特定役
務を履行できると支出負担行為担当官が判断
した入札者であって、予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
で最低価格をもって有効な入札を行った者を
落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がされないおそれがあると認めら
れるとき、又はその者と契約を締結すること
が公正な取引の秩序を乱すこととなるおそれ
があって著しく不適当であると認められると
きは、予定価格の制限の範囲内の価格をもっ
て入札した他の者のうち最低価格をもって入
札した者を落札者とすることがある。
(8)手続きにおける交渉の有無無
(9)本入札の競争参加資格は、上記2(2)に掲げ
る入札参加資格の申請を行い受理されている
者で、開札までに決定がなされる者であるこ
とが条件となり、開札までに入札参加資格の
決定がなされない場合は、競争に参加する資
格を有しない者のした入札に該当し、入札を
無効にする.

in "Service" the Kanto • Koshinetsu dis-
trict, in terms of the qualification for par-
ticipating in tenders and are necessary to
be officially accepted by Ministry of
Land, Infrastructure, Transport and Tou-
rism (Single qualification for every minis-
try and agency) in the fiscal year,2025/
2026/2027
