内で最低価格をもって有効な入札を行った者
を落札者とする。ただし、落札者となるべき
者の入札価格によっては、その者により当該
契約の内容に適合した履行がなされないおそ
れがあると認められるとき、又はその者と契
約を締結することが公正な取引の秩序を乱す
こととなるおそれがあって著しく不適当であ
ると認められるときは、予定価格の制限の範
囲内の価格をもって入札した他の者のうち最
低の価格をもって入札した者を落札者とする
ことがある。

5 Summary

(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause
②Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
③Have Grade A, B or C in "Sales of pro-
duct" or "Offer of service" in the Kanto-
Koshinetsu area in terms of the qualifica-
tion for participating in tenders by Single
qualification for every ministry and agen-
cy in the fiscal years 2025, 2026 and 2027.
④Not be suspended from transaction by
the request of the officials in charge of
contract
⑤ Prove to have no false statement in
tendering documents
⑥ Prove neither the business condition
nor credibility is deteriorating
