(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10%に相当す
る額を加算した金額(当該金額に1円未満の
端数があるときは、その端数金額を切り捨て
るものとする。)をもって落札価格とするの
で、入札者は、消費税及び地方消費税に係る
課税事業者であるか免税事業者であるかを問
わず、見積もった契約金額の110分の100に相
当する金額を入札書に記載すること。
2競争参加資格
(1)情報通信研究機構契約事務細則第3条及び
第4条の規定に該当しない者であること。
(2)令和7・8・9年度の国の競争参加資格
(全省庁統一資格)又は情報通信研究機構競
争参加資格のいずれかにおいて「役務の提供
等のA、B、C又はD等級に格付けされて
いる者であること。
(3)情報通信研究機構、総務省又は他府省等か
ら指名停止を受けている期間中でないこと
ただし、総務省又は他府省等における処分期
間については、当機構の処分期間を超過した
期間は含めない。

(1)契約手続において使用する言語及び通貨

(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に入札
説明書に示した書類を添付して、入札書の受
領期限までに提出しなければならない。また、
入札者は、開札日の前日までの間において、
当機構から当該書類に関し説明を求められた
場合は、それに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。

(6)落札者の決定方法複数落札入札制度によ
る落札方式とし、派遣人数の範囲内において
単価及び数量をもって行う。仕様書等で指定
する要求要件のうち、必須とした項目の最低
限の要求条件をすべて満たし、当機構で作成
した予定価格の制限の範囲内であり、かつ
入札説明書で定める総合評価の方法によって
得られた数値の最も高い者から、順次派遣人
数数量に達するまでの入札者をもって落札者
を定める。
