(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10%に相当す
る額を加算した金額(当該金額に1円未満の
端数があるときは、その端数金額を切り捨て
るものとする。)をもって落札価格とするの
で、入札者は、消費税及び地方消費税に係る
課税事業者であるか免税事業者であるかを問
わず、見積もった契約金額の110分の100に相
当する金額を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること
(3)令和7・8・9年度防衛省競争参加資格
(全省庁統一資格)において次に示す等級に
格付され関東・甲信越地域の競争参加資格を
有する者であること。

品の製造」又は「物品の販売」のA、B又

(6)前号により、現に指名停止を受けている者
と資本関係又は人的関係のある者であって、
当該者と同種の物品の売買又は製造若しくは
役務請負について防衛省と契約を行おうとす

等の認定に関する訓令に基づき、認定され
た別紙備考の設備等により製造された製品を
納入することができる者、又は当該製品の仕
様書に規定する品質を証明できる者であるこ

4電子入札システムの利用本件は、紙による
従来の応札及び入開札手続とあわせて、「防衛装
備品等調達システム」を利用した応札及び入開
札手続を使用するものとする。なお、詳細につ
いては入札説明書による。
5その他
(1)契約手続きにおいて使用する言語及び通貨
日本語及び日本国通貨。
(2)入札保証金免除。
(3)契約保証金ア.落札者となった場合は、
契約金額の100分の10以上の契約保証金を納
付するものとする。イ.契約保証金は契約者
がその義務を履行しないときは、国庫に帰属
する。ウ.アの保証金の金額につき、保険会
社との間に国を被保険者とする履行保証保険
契約を結んだときは免除する。
(4)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書に掲げる資
料等を上記3(1)の場所に提出し、適合すると
認められること。入札者は、開札日の前日ま
での間において分任支出負担行為担当官から
当該書類に関し説明を求められた場合はそれ
に応じなければならない。
(5)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(6)契約書作成の要否要。
(7)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行なった入札者を落札者とする。
(8)手続きにおける交渉の有無無。
