次のとおり一般競争入札に付します。

1電子調達システムの利用
本調達は府省共通の「調達ボータル
(https:/wwww.p-biz/)
(以下「ポータル」という。)を利用した応札及
び入開札手続きにより実施するものとする。た
だし、「紙」による入札書等の提出も可とする。
2調達内容
(1)品目分類番号14、71、27
(2)調達件名及び数量大阪合同庁舎第2・4
号館入退館管理システムサーバ等更改業務
一式
(3)調達件名の特質等入札説明書による。
(4)履行期間契約締結日の翌日から令和8年
3月31日
(5)履行場所入札説明書による。
(6)入札方法入札金額は総価とする。なお、
落札決定にあたっては、入札書に記載された
金額に当該金額の10パーセントに相当する額
を加算した金額(当該金額に1円未満の端数
があるときは、その端数金額を切り捨てるも
のとする。)をもって落札価格とするので、入
札者は、消費税及び地方消費税に係る課税事
業者であるか免税事業者であるかを問わず、
見積もった契約金額の110分の100に相当する
金額を入札書に記載すること。
3競争参加資格
(1)令和7・8・9年度財務省競争参加資格
(全省庁統一資格)において、資格の種類が
「役務の提供等」であり、「A」又は「B」等
級に格付けされ、近畿地域の資格を有する者、
又は、当該資格を有していない者で、入札書
の受領期限までに当該資格審査を受け、当該
資格者名簿に登録された者であること。
(2)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別な
理由がある場合に該当する。
(3)予算決算及び会計令第71条の規定に該当し
ない者であること。
(4)会社更生法(平成14年法律第154号)に基
づき更生手続開始の申立をしていない者又は
民事再生法(平成11年法律第225号)に基づ
き再生手続開始の申立をしていない者である
こと。なお会社更生法に基づき更生手続開始
の申立をした者又は民事再生法に基づき再生
手続開始の申立をした者にあっては、手続開
始の決定がなされた後において、競争参加資
格の再認定を受けている者であること。
(5)当局の契約担当官等と締結した契約に関
し、契約に違反し、又は同担当官等が実施し
た入札の落札者となりながら、正当な理由な
くして契約を拒み、ないしは入札等当局の業
務に関し不正又は不誠実な行為をし、契約の
相手方として不適当であると認められる者で
ないこと。
(6)各省各庁から指名停止等を受けていない者
(支出負担行為担当官が特に認める者を含
む。)であること。
(7)経営の状況又は信用度が極度に悪化してい
ないと認められる者であり、適正な契約の履
行が確保される者であること。
(8)競争入札に参加するために必要な証明書等
を下記4(3)の期限までに提出し、その審査に
合格した者であること。

5その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除。
(3)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札に関する
条件に違反した入札書は無効とする。
(4)契約書作成の要否要。
(5)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
範囲内で最低の価格をもって有効な入札を
行った者を落札者とする。ただし、落札者と
なるべき者の入札価格によっては、その者に
より当該契約内容に適合した履行がなされな
いおそれがあると認められるとき、又はその
者と契約を締結することが公正な取引の秩序
を乱すおそれがあって著しく不適当であると
認められるときは、予定価格の制限の範囲内
の価格をもって入札した他の者のうち最低価
格をもって入札した者を落札者とすることが
ある。
(6)証明書等の提出、質問書の提出、入札書の
提出及び開札等の手続きに関して、ポータル
において障害等が発生し、ボータルによる処
理ができない場合、各手続きについては別途
通知する日時、方法等に変更する場合がある。

6 Summary
(1)Official in charge of disbursement of

(3)Nature and quantity of the services to be
required : Renewal of Entering and leaving
a building managing system server at
Osaka National Government Building No.2
and No.4, 1 set.
(4)Fulfillment period : From the next day of
a contract through March 31, 2026.
(5)Fulfillment place: As in the tender manu-
al
(6) Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Have Grade A or B in "offer of ser-
vices, etc" in terms of the qualification
for participating in tenders by Organiza-
tion in the Kinki area related to the Min-
istry of Finance (Single qualification for
every ministry and agency) in the fiscal
years 2025, 2026 and 2027.
②Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
③ Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
④Not fall under the Corporate Re-
organization Act (Act No.154 of 2002) or
the Civil Rehabilitation Act (Act No.225
of 1999). Furthermore, those who have
filed a petition for commencement of re-
organization proceedings or commence-
ment of rehabilitation proceedings shall
obtain the authorization for repossession
of the said tendering participants qualifi-
cation after the commencement of pro-
ceedings.
⑤Not those who are judged to be in ap-
propriate as the other party to a contract
on account of having violated any of the
clauses of contract and illegal or unfair
act previously made with an official in
charge of any of the relevant local bu-
reaus, or branch bureaus, or divisions, or
offices.
6 Have not received suspension of de-
signated contractor status, etc. from any
ministry or agency (including person spe-
cially qualified by officials in charge of
disbursement of the procuring entity).
⑦Be a person whose business situation or
trustworthiness is deemed not to have
significantly deteriorated and whose
proper performance of a contract can be
guaranteed.
⑧Submit a detailed statement of bidding
article, also serving as a written guaran-
tee, which is judged to be in conformity
with the specifications defined by the rel-
evant authorities.
