(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に本公
告に示した役務を実施できることを証明する
書類を添付して入札書の受領期限までに提出
しなければならない。入札者は、開札日の前
日までの間において、経理責任者から当該書
類に関し説明を求められた場合は、それに応
じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法本公告に示した役務を
実施できると経理責任者が判断した資料を添
付して入札書を提出した入札者であって、契
約細則第21条の規定に基づいて作成された予
定価格の制限の範囲内の入札金額を提出し、
かつ、経理責任者が、仕様書の項目を全て満
たしているものの中から、経理責任者が入札
説明書で定める総合評価の方法をもって落札
者を定める。ただし、落札者となるべき者の
入札価価格によっては、その者により該当契
約の内容に適合した履行がなされないおそれ
があると認められるとき、又はその者と契約
を締結することが公正な取引の秩序を乱すこ
ととなるおそれがあって著しく不適当である
と認められるときは、予定価格の制限の範囲
内の価格をもって入札した他の者のうち次に
有利な者を落札者とすることがある。

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①not come under Article 5 of the Regula-
tion concerning Contract for National
Hospital Organization (NHO). Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause:
②not come under Article 6 of the Regula-
tion concerning Contract for NHO;
③ have Grade A, B or C in "Construction
related consulting services" for partici-
pating in tenders by Ministry of Health,
Labour and Welfare (Single qualification
for every ministry and agency) in all
area
④ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 4 of the Regu-
lation :
