②紙入札方式により参加を希望する者は、
必要な申請書等を所定の受領期限までに上
記3(1)に示す場所に提出しなければならな
い。
なお、①、②いずれの場合も、開札日の前
日までの間において、支出負担行為担当官か
ら当該書類に関し説明を求められた場合は、
それに応じなければならない。
(4)入札の無効本入札公告等に示した競争参
加資格のない者のした入札、申請書等に虚偽
の記載をした者のした入札、入札の条件に違
反した者のした入札及び入札者に求められた
義務を履行しなかった者のした入札は無効と
する。
(5)契約書作成の要否要。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。
(7)手続における交渉の有無無。
(8)競争参加資格の決定を受けていない者の参
加上記2(2)に掲げる一般競争参加資格の決
定を受けていない者も上記3(4)により申請書
等を提出することができるが、競争に参加す
るためには、開札の時において、当該資格の
決定を受け、かつ、競争参加資格の確認を受
けていなければならない。なお、当該資格の
申請は「競争参加者の資格に関する公示」に
より随時受け付ける。

dering for
participating in the proposed tender are
those who shall:
①not come under Article 70 and 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting
②have Grade A, B or C in terms of the
qualification for participating in tenders
of the "sale of product" by Ministry of
Land, Infrastructure, Transport and Tou-
rism (Single qualification for every minis-
try and agency) in Hokkaido region in
the fiscal year of 2025 ・202027
③ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
net Order
④not be currently under suspension of
nomination by Director-General, Hok-
kaido Regional Development Bureau dur-
ing the time of tender opening from time

⑤ obtained a bid manual directly from
system or the person of ordering
