次のとおり一般競争入札に付します。

(7)入札方法総合評価落札方式で行うので、
入札金額を記載した入札書及び提案に係る性
能、機能、技術等を記載した書類を提出する
こと。なお、落札決定に当たっては、入札書
に記載された金額に当該金額の10%に相当す
る額を加算した金額(当該金額に1円未満の
端数があるときは、その端数金額を切り捨て
るものとする。)をもって落札価格とするの
で、入札者は、消費税及び地方消費税に係る
課税事業者であるか免税事業者であるかを問
わず、見積もった契約金額の110分の100に相
当する金額を入札書に記載すること。
(8)本調達案件は、「電子調達システム」を利用
した応札及び入開札手続を実施するものとす
る。ただし、「電子調達システム」によりがた
い場合には、入札説明書に定める理由書を下
記3(1)に示す場所に令和7年7月23日10時か
ら令和7年8月7日17時までに提出し、承認
を得た場合に限り、紙による応札及び入開札
手続によることができるものとする。なお、
詳細については入札説明書のとおり。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)総務省競争参加資格審査(全省庁統一資格)
において「役務の提供等」のA又はB等級に
登録され、関東・甲信越地域の競争参加資格
を有する者であること。
(4)暴力団が実質的に経営を支配する者又はこ
れに準ずる者でないこと。

(2)入札説明書の交付方法本公告の日から
『電子調達システム』上にてダウンロード可

9日10時00分総務省大臣官房会計課入札室
で開催するので、出席希望者は、出席予定者
を令和7年7月4日17時までに上記(1)宛に連
絡すること。
(4)入札書の受領期限令和7年7月23日から
令和7年8月7日17時まで。
4入札者に求められる義務入札に参加を希望
する者は、入札説明書に明記されている下見積
書等を令和7年7月23日10時から令和7年8月
7日17時までに「電子調達システム」により提
出しなければならない。ただし、「電子調達シス
テム」によりがたい場合には、上記3(1)に示す
場所に期限までに提出しなければならない。提
出された下見積書等を審査の結果、当該物品を
納入できると認められた者に限り入札の対象者
とする。なお、提出した下見積書等について説
明を求められたときは、これに応じなければな
らない。
