(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨
(2)入札保証金及び契約保証金
①入札保証金免除
②契約保証金落札者となった場合は、契
約金額の100分の10以上の契約保証金を納
付するものとし、契約保証金は契約者がそ
の義務を履行しないときは、国庫に帰属す
る。
③5(2)②の保証金以上の金額につき、保険
会社との間に国を被保険者とする履行保証
保険契約を結んだときは、これを免除する。
(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書のほか
に必要な証明書等を入札書の受領期限までに
提出しなければならない。入札者は、開札日
の前日までの間において、分任支出負担行為
担当官から当該書類に関し説明を求められた
場合は、それに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする.

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③ have Grade :
6(3)①～⑤A, B, C or D in the "Manufac-
ture" or "Sale'
in the Kanto and Koushinetsu area in
terms of the qualification for participat-
ing in tenders by Ministry of Defense.

pension of nomination by Director Geneal
for Health and Medicine, Director Gener-
al, Bureau of Defense Policy or Commis-
