③落札者が契約を結ぶこと又は契約者が契
約を履行することを妨げたとき。
④監督又は検査の実施に当たり職員の職務
の執行を妨げたとき。
⑤正当な理由がなくて契約を履行しなかっ
たとき。
⑥上記により一般競争に参加できないこと
とされている者を契約の締結又は契約の履
行に当たり、代理人、支配人その他の使用
人として使用したとき。
(3)令和07・08・09年度厚生労働省競争参加資
格(全省庁統一資格)「役務の提供等」又は「物
品の製造」のAの等級に格付けされ、関東・
甲信越地域の競争参加資格を有する者である
こと。
(4)全省庁統一資格にかかる資格審査申請書又
は添付書類に虚偽の事実を記載していないと
認められる者であること。
(5)当該業務又は類似の業務を相当量完了した
実績を有している者であること,
(6)当該業務を確実に実施できると証明した者
であること。
(7)経営の状況又は信用度が極度に悪化してい
ないと認められる者であること。
(8)その他、入札説明書に定める資格を有する
者であること。

(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札参加者に要求される事項この一般競
争に参加する者は、競争参加に必要な書類及
び運用仕様書を令和7年6月27日18時00分ま
でに提出しなければならない。入札参加者の
競争参加に必要な書類等は日本年金機構にお
いて審査するものとし、採用し得ると判断さ
れた場合の入札書のみを落札決定の対象とす
る。入札参加者は、日本年金機構から当該書
類等に関し説明を求められた場合は、それに
応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札参加者に求
められる義務を履行しなかった者の提出した
入札書、その他入札の条件に違反した入札は
無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法業務を履行できると日
本年金機構が判断した書類及び入札書を提出
した入札参加者であって、日本年金機構の予
定価格の制限の範囲内で低価の価格をもって
入札した者から順次1の(2)の数量に達するま
での入札参加者を落札者とする。なお、最後
の順位の落札者の入札数量が他の落札者の数
量と合算して、1の(2)で示す数量を超えると
きはその超えた数量については落札がなかっ
たこととする。ただし、落札者となるべき者
の入札価格によっては、その者により当該契
約の内容に適合した履行がなされないおそれ
があると認められるとき、又はその者と契約
を締結することが公正な取引の秩序を乱すこ
ととなるおそれがあって著しく不適当である
と認められるときは、予定価格の制限の範囲
内の価格をもって入札した他の者のうち次順
位の者を落札者とすることがある。

required : Printing and preparation to mail
certificates of tax deduction on pension be-
nefits (for fiscal year 2025) (approximately
35,609,000)

tract through 30 January, 2026

pan Pension Service
(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①It must be a person who doesn't corre-
spond to the person and the bankrupt
who doesn't have the ability that the cor-
responding contract concludes by not ob-
taining rehabilitation.
② It is a person who disturbed the execu-
tion of the duty as the person and the
staff who disturbed the fulfillment of the
person and the highest bidder who dis-
turbed the execution of a person who did
the act of injustice for the compact pros-
ecution and a fair competition of the con-
tract, and it is ill-founded and it person
who doesn't correspond to the person
who doesn't perform a contract.
③ Have the Grade A in "Service", "Manu-
facturing", in terms of the qualification
for participating in tenders by the Minis-
try of Health, Labour and Welfare (Sing-
le qualification for every ministry and
agency) in Kanto-Koshinetsu Area in fis-
cal years 2025, 2026, 2027
④ Prove to have actually engaged in fair
amount of similar matters properly
⑤Prove to have the ability to provide
sufficient service with certainty
(6) Prove to have no false statement in
tendering documents
⑦Prove neither the business condition
nor credibility is deteriorating
⑧Other persons who are qualified as pro-
vided in the bidding instructions
