(1)契約手続において使用する言語及び通貨

(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示した証
明書等を指定期日までに提出しなければなら
ない。また、開札日の前日までの間において、
理事長から当該書類について説明を求められ
た場合は、これに応じなければならない,
(4)入札の無効本公告に示した競争参加資格
のない者がした入札及び入札に関する条件に
違反した入札は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法契約事務取扱細則第37
条の規定に基づいて作成された予定価格の制
限の範囲内で最低の価格をもって有効な入札
を行った入札者を落札者とする。
ただし、契約の相手方となるべき者の申込
みの価格が、申込みに係る価格によってはそ
の者により当該契約の内容に適合した履行が
なされないおそれがあると認められるとき
(契約事務取扱細則第14条第1項第一号)、
又は契約を締結することが、公正な取引の秩
序を乱すこととなるおそれがあって、著しく
不当であると認められるとき(契約事務取扱
細則第14条第1項第二号)は、予定価格の制
限の範囲内の価格をもって申込みをした他の
者のうち最低の価格をもって申込みをした者
を当該契約の相手方とすることがある。
理事長等は、落札者が決まった場合は、直
ちにその者と交渉し、契約価額を決定する(契
約事務取扱細則第16条)。
