(7)落札者の決定方法総合評価落札方式とす
る。上記4(3)に従い申請書等を提出した入札
者であって、上記2の競争参加資格を全て満
たし、本公告及び入札説明書において明らか
にした性能・機能・技術等の要求要件のうち
必須とされた項目の最低限の要求要件を全て
満たし、当該入札者の入札価格が予決令第79
条の規定に基づいて作成された予定価格の制
限の範囲内であり、かつ、当該入札者の申し
込みに係る性能等の各評価項目の得点の合計
を当該入札者の入札価格で除して得た数値の
最も高い者をもって落札者とする。ただし、
落札者となるべき者の入札価格によっては、
その者により当該契約の内容に適合した履行
がなされないおそれがあると認められると
き、又はその者と契約を締結することが公正
な取引の秩序を乱すこととなるおそれがあっ
て著しく不適当であると認められるときは、
予定価格の制限の範囲内の価格をもって入札
