(6)入札方法入札金額は、各社において設定
する契約電力に対する単価(同一月において
は単一のものとする。)及び使用電力量に対す
る単価を根拠(少数点以下を含むことができ
る。)とし、当部局が提示する契約電力及び使
用電力量の対価の総価を入札金額とするこ
と。なお、落札決定に当たっては、入札書に
記載された金額に当該金額の10%に相当する
額を加算した金額(当該金額に1円未満の端
(日本医療法第104号(
今年1月廿日
数があるときは、その端数金額を切り捨てる
ものとする。)をもって落札価格とするので、
入札者は消費税等に係る課税事業者であるか
免税事業者であるかを問わず、見積もった契
約金額の110分の100に相当する金額を入札書
に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和07・08・09年度内閣府競争参加資格
(全省庁統一資格)において「物品の製造
又は「物品の販売」のA、B又はCの等級に
格付けされている者であること。
(4)契約担当官等から取引停止の措置を受けて
いる期間中の者でないこと。
(5)警察当局から、暴力団又は暴力団員が実質
的に経営を支配する事業者又はこれに準ずる
者として、国発注業務等からの排除要請があ
り、当該状態が継続している者でないこと。
(6)電気事業法第2条の2第1項の規定に基づ
き小売電気事業の登録を受けている者である
こと。
(7)省CO2化の要素を考慮する観点から、入札
説明書に記載する基準を満たすこと。

られる義務を履行しなかった者の提出した入
札書は無効とする。

79条の規定に基づいて作成された予定価格の
制限の範囲内で、最低価格をもって有効な入
札を行った者を落札者とする。

(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tenders are
those who shall:
①Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, persons under curatorship or per-
sons under Assistance who obtained the
required consent to conclude a contract
may be applicable to cases of special rea-
sons within the said clause :
②Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting :
③ Be graded as A, B or C"Manufactur-
ing" or "Selling" in terms of the qualifica-
tion for participating in tenders by The
Cabinet Office (Single qualification for
every ministry and agency) in fiscal years
2025,2026 and 2027;
④ Not be suspended from transactions by
a request of the official in charge of con-
tract:
⑤Not have an exclusion request from the
Japanese government as a business op-
erator whose management is substantial-
ly influenced by a gangster and the state
concerned still continues ;
⑥Be registered as an Electricity Busi-
ness Retailer in accordance with Article
2-2,paragraph(1)of the Electricity Bu-
siness Act ; and
⑦ Meet the standards of the tender do-
cumentation from the viewpoint of reduc-
ing CO2
