(5)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10パーセント
に相当する額を加算した金額(当該金額に1
円未満の端数があるときは、その端数金額を
切り捨てるものとする。)をもって落札価格と
するので、入札者は、消費税に係る課税事業
者であるか免税事業者であるかを問わず、見
積もった金額の110分の100に相当する金額を
入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和07・08・09年度防衛省競争参加資格
(全省庁統一資格)「物品の販売」の「C」等
級以上に格付けされ、競争参加資格を有する
者、又は当該競争参加資格を有していない者
にあっては、競争執行の日までに競争参加資
格審査を受け、競争参加資格者名簿に登録有
参加資格をされ、当該競争すると認められる
者であること。
(4)日本国内で調達物品の検査を行うため、日
本国内に検査設備及び要員等を確保でき、分
任支出負担行為担当官の実施する検査の立会
いに応じられる者であること。
(5)防衛省大臣官房衛生監、防衛政策局長、防
衛装備庁長官(以下「省指名停止権者」とい
う。)又は海上幕僚長から「装備品等及び役務
の調達に係る指名停止等の要領に基づく指
名停止の措置を受けている期間中の者でない
こと。
(6)前号により、現に指名停止を受けている者
と資本関係又は人的関係のある者であって、
当該者と同種の物品の売買又は製造若しくは
役務請負について防衛省と契約を行おうとす
る者でないこと。
(7)原則、現に指名停止を受けている者の下請
負については認めないものとする。ただし、
真にやむを得ない事由を該当する省指名停止
権者が認めた場合には、この限りではない。

参加を希望する者は、封印した入札書の他に
本公告に示した物品を納入することができる
ことを証明する書類を別途、入札書の受領期
限までに提出しなければならない。入札者は、
分任支出負担行為担当官から当該書類に関し
説明を求められた場合は、それに応じなけれ
ばならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法本公告に示した物品を
納入できると分任支出負担行為担当官が判断
した資料を添付して入札書を提出した入札者
であって、予算決算及び会計令第79条の規定
に基づいて作成された予定価格の制限の範囲
内で最低価格をもって有効な入札を行った入
札者を落札者とする。

6 Contents of the procurement

ity Yokosuka, Repair and Supply Facility

Repair and Supply Facility Ominato/
Japan Maritime Self Defense Force.
(5)Method of Bid: When the contract price
is settled, the contract price is written in the
estimate with the additional fee of 10%. If
there is a fraction in the contract price, we
omit the fraction. Both venders which add
tax, and taxexempt venders, should fill in
the form with the price that is 100/110 of
the estimated price.
7Qualification for participating in the ten-
dering procedures: Suppliers eligible for par-
ticipating in the proposed tender are those
who shall:
(1) Not come under Article 70 of the Cabinet
Order concerning and
Accounting. Furthermore, minors, persons
under Conservatorship, or persons under
Assistance, who obtained the necessary co-
nsent for concluding a contract, may be eli-
gible under cases of special reasons within
the said clause
(2) Not come under Article 71 of the Cabinet
Order concerning the Budget, Auditing and
Accounting.
(3)Have Grade A, B, and C in "Sale" in
terms of the qualification for participatet-
ing in tenders by Ministry of Defense (Unif-
ed quailfication for every ministry and
ageincy) in the fiscal years 2025, 2026, and
2027.
(4)Be able to secure the equipment for test,
necessary people, etc in Japan, and attend
the inspection of the Official in Charge of
Contrating to inspect procured goods in
apan
(5)Be not under suspension of nomination
based on the procedure of acquisition of de-
fense equipment and services, issued by Di-
rector General for Health and Medicine, Di
rector General, Bureau of Defense Policy
Commissioner, Acquisition, Technology
and Logistics Agency or Chief of Staff. Ja-
pan Maritime Self Defense Force.
(6) Do not intend to make a contract with
the Ministry of Defense on selling, buying
or producing the similar items to those who
are under suspension of nomination stated
above while having capital or personal rela-
tionship with them
(7) Those who admitted to have justifi
able reasons by the official in charge of the
suspension of the nomination shall be ex-
empted from these qualifications stated
above.
