次のとおり一般競争入札に付します。

1電子調達システムの利用
本調達は「政府電子調達システム」
(https:/wwww.p-biz/)
を利用した応札、入開札及び契約手続を実施す
るものとする。
なお、電子調達システムによりがたい場合は、
紙入札参加届出書を提出し、紙の入札書により
応札することができる。
詳細については、入札説明書のとおり、

(6)入札方法入札金額は総価とする。落札決
定に当たっては、入札書に記載された金額に
当該金額の100分の10に相当する額を加算し
た金額(当該金額に1円未満の端数があると
きは、その端数金額を切り捨てるものとす
る。)をもって落札価格とするので、入札者は、
消費税及び地方消費税に係る課税事業者であ
るか免税事業者であるかを問わず、見積もっ
た契約金額の110分の100に相当する金額を入
札書に記載すること。
3競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度財務省競争参加資格審
査(全省庁統一資格)において、業種区分が
「物品の販売」で、「A」又は「B」等級に格
付けされ、関東・甲信越地域の競争参加資格
を有する者であって、責任をもって納入する
ことができる者、又は、当該競争参加資格を
有していないものの、入札書の提出期限まで
に競争参加資格審査を受け、競争参加資格者
名簿に登載され、当該等級に格付けされた者
であって、責任をもって納入することができ
る者であること。なお、競争参加資格の申請
は、「競争参加者の資格に関する公示」(令和7
年3月31日付け官報)に記載されている時期
及び場所で受け付ける.
(4)関東財務局管内の所属担当官と締結した契
約に関し、契約に違反し、又は同担当官が実
施した入札の落札者となりながら、正当な理
由なくして契約を拒み、ないしは入札等業務
に関し不正又は不誠実な行為をし、契約の相
手方として不適当であると認められる者でな
いこと。
(5)各省各庁から指名停止等を受けていない者
(支出負担行為担当官が特に認める者を含
む。)であること。
(6)経営の状況又は信用度が極端に悪化してい
ないと認められる者であり、適正な契約の履
行が確保される者であること。
(7)競争に参加するために必要な競争参加申込
書を受領期限までに提出し、その審査に合格
した者であること。

5その他
(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金全額免除す
る。
(3)入札の無効本公告に示した競争参加に必
要な資格のない者のした入札及び入札に関す
る条件に違反した入札は無効とする。
(4)契約書作成の要否要
契約締結に当たり契約書を作成するものと
し、契約手続きにかかる書類の授受を電子調
達システムで行うものとする。
なお、電子調達システムによりがたい場合
は、紙契約方式届出書を提出し紙契約方式に
代えることができるものとする。
(5)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低の価格をもって有効な入
札を行った者を落札者とする。

6 Summary

tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①Not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
②Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③Have Grade "A or B" in selling, in
terms of qualification for participating in
tenders by the Organizations in The
Kanto • Koushinetsu area related to the
Ministry of Finance (Single qualification
for every ministry and agency) in the fis-
cal years 2025, 2026 and 2027.
④ who be in
appropriate as the other party to a con
tract on account of having violated any
of the clauses of contract and illegal or
unfair act previously made with an offi-
cial in charge of any of the relevant local
bureaus, or branch bureaus, or divisions,
or offices.
⑤Have not received suspension of de-
signated contractor status, etc. From any
ministry or agency (including person spe
cially qualified by officials in charge of
disbursement of the procuring entity).
⑥An eligible person is a person whose
business condition and credit are deemed
