(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 of the Cabi-
net order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③ have Grade : A or B or C or D in the
"Selling of products" in terms of The qua-
lification for participating in tenders by
Ministry of Defense (Single qualification
For every ministry and agency) in The
fiscal years 2025/2026/2027.
④ The person who is not being suspended
from Transactions by the request of the
Ministry of Defense.
⑤ Not be the business operators that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Japanese government is con-
tinuing state concerned Details are writ-
ten in the tender instructions.
⑥ Those who are admitted to have justifi-
able reasons by the official incharge of
the suspension of the nomination shall
exempted from these qualifications

1競争入札に付する事項

と。なお、落札決定に当たっては、入札書に
記載された金額に当該金額の10%に相当する
額を加算した金額(当該金額に1円未満の端
数があるときは、その端数金額を切り捨てる
ものとする。)をもって落札価格とするので、
入札者は、消費税及び地方消費税に係る課税
事業者であるか免税事業者であるかを問わ
ず、見積もった金額の110分の100に相当する
金額を入札書に記載すること。
2競争参加資格
(1)独立行政法人北方領土問題対策協会契約事
務取扱細則第3条及び第4条の規定に該当し
ない者であること。ただし、未成年者、被保
佐人又は被補助人であって、契約締結のため
に必要な同意を得ている者については、同条
中、特別の理由がある場合に該当する。
(2)国における令和7・8・9年度の一般競争
参加資格(全省庁統一資格)において、「役務
の提供等(広告・宣伝)がA、B又はCの等
級に格付けされた競争参加資格を有する者で
あること。
(3)国における役務の提供等に係る指名停止等
の措置を受けている期間中の者でないこと,

送での交付申請の期限は、令和7年6月10日
(火)17時00分必着とする。
電子媒体での交付を希望する場合は、上記
の交付期間中(最終日は正午まで)に、前述
の独立行政法人北方領土問題対策協会の電話
番号へ連絡を行い、入札件名、会社名、担当
者名並びに担当者の電話番号及びメールアド
レスを伝えるとともに、「2競争に参加する
者に必要な資格に関する事項の資格」を満た
していることを説明すること。
4総合評価審査委員会に必要な書類等の提出期
限及び場所
(1)提出期限令和7年6月18日(水)17時00
分必着(郵送の場合も同日時必着)
(2)場所上記3(1)に同じ。
(3)総合評価審査委員会については、令和7年
6月25日(水)14時00分より、上記3(1)と同
じ場所にて開催する。

(4)入札前書類審査結果総合評価審査委員会
にて審査した者に対し、令和7年7月1日
(火)17時00分までに審査結果を通知する。
合格した者は、入札へ参加することが出来る。

郵送により入札を行う場合は上記3(1)に示
した場所に、同日12時00分必着のこと。

(3)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
