(1)契約手続において使用する言語及び通貨

(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書に1の
(2)に示した購入等件名を履行できることを証
明する書類を添付して入札書の受領期限まで
に提出しなければならない。入札者は、開札
日の前日までの間において、経理責任者から
当該書類に関し説明を求められた場合は、そ
れに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法契約細則第21条の規定
に基づいて作成された予定価格の制限の範囲
内で最低の価格をもって有効な入札を行った
入札者を落札者とする。ただし、落札者とな
るべき者の入札価格によっては、その者によ
り当該契約の内容に適合した履行がなされな
いおそれがあると認められるとき、又はその
者と契約を締結することが公正な取引の秩序
を乱すこととなるおそれがあって著しく不適
当であると認められるときは、予定価格の制
限の範囲内の価格をもって入札した他の者の
うち最低の価格をもって入札した者を落札者
とすることがある。

dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall
①not come under Article 5 of the Regula-
tion concerning Contract for National
Hospital Organization (NHO). Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause:
②not come under Article 6 of the Regula-
tion concerning Contract for NHO;
③have Grade A, B or C in "Sales of prod-
ucts" for participating in tenders by Min-
istry of Health, Labour and Welfare
(Single qualification for every ministry
and agency) in Kinki Region:
④have permission to be a general elec-
tric enterprise in accordance with article
2, section 2 of the Electricity Utilities In-
dustry Law:
⑤ prove that they can deliver the electric-
ity, on the date and to the place specified
by the Obligating Officer;
