次のとおり一般競争入札に付します。

(6)入札方法入札金額は総価とする。なお、
落札決定に当たっては、入札書に記載された
金額に当該金額の10パーセントに相当する額
を加算した金額(当該金額に1円未満の端数
があるときは、その端数金額を切り捨てるも
のとする。)をもって落札価格とするので、入
札者は、消費税及び地方消費税に係る課税事
業者であるか免税事業者であるかを問わず,
見積もった契約金額の110分の100に相当する
金額を入札書に記載すること。
2競争参加資格
(1)独立行政法人国立特別支援教育総合研究所
会計細則第31条第1項及び第32条の規定に該
当しない者であること。なお、未成年者、被
保佐人または被補助人であって、契約締結の
ために必要な同意を得ている者は、同条中、
特別の理由がある場合に該当する。
(2)令和7・8・9年度競争参加資格(全省庁
統一資格)において「物品の販売」及び「役
務の提供等」で、「A」又は「B」の等級に格
付けされ、関東・甲信越地域の資格を有する
者であること。
(3)契約担当役若しくは他の機関から取引停止
の措置を受けている期間中の者でないこと。
(4)上記のほか入札説明書に記載した要件に適
合する者であること。

参加を希望する者は、封印した入札書に本公
告に示した入札金額内訳書を添付して入札書
の受領期限までに提出しなければならない
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札説明書による。
(5)契約書作成の要否要。
(6)落札者の決定方法本公告に示した物品の
納入及び役務の提供ができると判断した入札
者であって、かつ技術審査に合格し、予定価
格の制限の範囲内で最低価格をもって有効な
入札を行った入札者を落札者とする。

concluding a contract may be applicable
