入札公告
次のとおり一般競争入札に付します。

(2)借入等件名及び数量自動車賃貸借等契約

(3)調達件名の特質等借入物品等の性能等に
関し、支出負担行為担当官が入札説明書で指
定する特質等を有すること。
(4)借入期間仕様書による。
(5)借入場所公安調査庁総務部長が指定する
所場
(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10パーセント
に相当する額を加算した金額(当該金額に1
円未満の端数があるときは、その端数金額を
切り捨てるものとする。)をもって落札価格と
するので、入札者は、消費税及び地方消費税
に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額の110分の
100に相当する金額を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いるものは、同条中、特別の理由がある場合
に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和07・08・09年度法務省競争参加資格
(全省庁統一資格)「物品の製造」、「物品の販
売」及び「役務の提供等」において「B」以
上の等級に格付けされている者であること,
(4)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。
(5)この公告の示した物品を第三者をして貸付
けしようとする者にあっては、当該物品を自
ら貸付けできる能力を有するとともに、第三
者をして貸付けできる能力を有することを証
明した者であること。

参加を希望する者は、入札説明書に示す書類
等を作成し、提出期限までに提出すること。
提出された書類等を支出負担行為担当官が審
査した結果、この公告に示した作業を履行で
きると認められた者に限り、入札に参加する
ことができるものとする。
(4)入札の無効この公告に示した競争参加資
格のない者がした入札及び入札に関する条件
に違反した入札は、無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内であり、入札説明書で指定する
性能等の要求要件を全て満たしている提案を
した入札者の中から、入札説明書で定める総
合評価の方法をもって落札者を決定する。

5 Summary

leased : Car for Government Offices, 1 set
(4)Lease period : The passage of specifica-
tion.
(5)Lease place: The place will be specified

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:①Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause. 2
Not come under Article 71 of the Cabinet
Order concerning the Budget, Auditing and
Accounting. ③Have Grade A or B "Manu-
facture of products" "Sale of products" or
"Offer of Services" in terms of the qualifica-
tion for participating in tenders laid down
by the Ministry of Justice (Single qualifica-
tion for every ministry and agency) for the
purpose of procurement in the fiscal year of
2025,2026,2027.④Meet the qualification
requirements which The Obligating Officer
Director may specify in accordance with
Article 73 of the Cabinet Order. ⑤Prove to
have ability to lease the products concerned
by themselves and by a third party, should
the products requested through this notice
be leased by a third party.
