(1)契約手続きにおいて使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除.
(3)入札者に要求される事項封印した入札書
に上記2の競争参加資格を有することを証明
する書類を添付して、入札書の受領期限まで
に提出しなければならず、当該書類に関し、
開札日の前日までの間において、契約担当役
から説明を求められた場合には、それに応じ
なければならない。
(4)入札の無効本公告に示した入札参加に必
要な資格のない者のした入札及び入札の条件
に違反した入札。

(6)落札者の決定方法独立行政法人労働者健
康安全機構会計細則第42条に基づき作成され
た予定価格の制限の範囲内で最低価格をもっ
て有効な入札を行ったものを落札者とする。

those who shall:
① not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting, Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause,
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Auding
and Accounting,
③ have Grade A or B or C or D in "Sales
of products" for participating in tenders
by Ministry of Health Labour and Wel-
fare (Single qualification for every minis-
try and agency) in Hokkaido Region,
④the applicant must not have commited
fraudulent acts with respect to quality or
quantity in the performance of the con-
tract, or have obstructed the execution of
fair competition, or have harmed fair pri-
ces, or have joined together to obtain un-
fair profits, for a period of two years af-
ter such acts have occurred,
⑤prove to have obtained license for the
sale of drugs in accordance with the
Pharmaceuticals, Quality such as medical
devices, for ensuring the efficacy and
safety Law,
