(4)Basic requirements of the procurement:
A The Human Resource Management
System must have effective support func-
tions for personnel and salary which
based for personnel management within
our university.
• The system must be able to perform
the following operations for more than
12,000 constituent members (employees
with a fixed retirement age, fixed-term
employees, part-time employees, and
others). various
personnel information including the is-
suance of personnel transfers, monthly
salary calculations, end-of-term allow-
ance, diligence allowance, various al-
lowances, monthly calculation of Na-
tional Public Service Mutual Aid Asso-
ciation and Social Insurance, differ-
ence calculation, year-end adjustment
etc.
• The system must be able to manage the
Indivisual Numbers (My Number) of
more than40,000 employees (including
retirees) and use them for tax and in-
surance procedures
• These various personnel data which re-
gistered on the system must be able to
link to other systems used by our Uni-
versity.
• The system must be a public cloud ca-
pable of centrally managing these
above functions.
B The system must have an architecture
backed by the latest technology and be a
highly advanced open system that meets
the current technological trends.
C The system vendor must give us suffi-
cient maintenance support to operate in
good condition anytime and to ensure
safety external threats

A人事給与Web申請システムは、本学の
人事管理で必要となる雇用手続き、諸手当
の申請、給与明細等の人事業務に有効と思
われる支援機能を備えるシステムであり、
次のものから構成されること。
・12,000名以上の構成員が採用時に必要な
事務手続き及び在職時の人事給与に関す
る諸手続きをWebを通じて行えること。
また、そのデータを人事または給与の情
報として本学で使用する人事給与システ
ムと連携できること。
・12,000名以上の構成員が給与明細をWeb
上で確認できること。
・上記機能を一元管理できるパブリックク
ラウドであること。
B最新の技術に裏付けられたアーキテク
チャを有し、技術動向に合致した先進性の
高いオープンシステムであること。
Cシステムが安定稼働し、外部からの脅威
に対して安全性が確保できるよう、十分な
保守性を有すること。

tenure for more than 12,000 employees.
And all these data must be able to be
linked to personnel or payroll informa-
tion
• The system should be able to show
their payslip to themselves on the Web
for more than 12,000 employees.
• The system must be a public cloud ca
pable of centrally managing these
above functions
