認定する「プライバシーマーク」又は情報セ
キュリティマネジメントシステムISO/I
EC27001(ISMS)認証を取得し、個人
情報又は情報セキュリティについて適切な保
護措置を講ずる体制を整備していること。
(3)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であっても、契約締結のため
に必要な同意を得ている者は、同条中、特別
の理由がある場合に該当する。
(4)予算決算及び会計令第71条の規定に該当し
ない者であること。
(5)厚生労働省から指名停止の措置を受けてい
る期間中の者でないこと。
(6)令和4・5・6年度厚生労働省競争参加資
格(全省庁統一資格)において、厚生労働省
大臣官房会計課長から「役務の提供等」で「A」
等級に格付けされ、関東・甲信越地域の競争
参加資格を有する者であること。
(7)資格審査申請書又は添付書類に虚偽の事実
を記載していないと認められる者であるこ
と。
(8)経営の状況又は信用度が極度に悪化してい
ないと認められる者であること。
(9)応札希望者は、支出負担行為担当官が別に
指定する暴力団等に該当しない旨の誓約書を
提出すること。応札希望者が、誓約書を提出
せず、又は虚偽の誓約をし、若しくは誓約書
に反することとなったときは、当該者の入札
を無効とする。
(10)社会保険料等(厚生年金保険、健康保険(全
国健康保険協会が管掌するもの)、船員保険、
国民年金、労働者災害補償保険及び雇用保険
をいう)に加入し、該当する制度の保険料の
滞納がないこと。
(11)過去1年以内に、厚生労働省所管法令違反
により行政処分等を受けていないこと。
3入札書の提出場所等

(3)入札者に要求される事項この一般競争に
参加を希望する者は、競争参加資格に関する
証明書等書類を令和7年5月26日までに郵送
により提出しなければならない。入札者は、
支出負担行為担当官から当該書類に関し説明
を求められた場合は、これに応じなければな
らない。また、入札に参加を希望する者は、
上記証明書類とあわせて暴力団等に該当しな
い旨の誓約書を提出しなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書その他入札の条件に違反した者の提出した
入札書は無効とする。また、入札に参加した
者が、(3)の誓約書を提出せず、又は虚偽の誓
約をし、若しくは誓約書に違反することと
なったときは、当該者の入札を無効とするも
のとする。
(5)契約書作成の要否要
(6)落札者の決定方法本公告に示した業務を
履行できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内であり、入札説明書で指定する技術
等の要件のうち、必須とした項目について基
準を全て満たしている提案をした入札者の中
から、入札説明書で定める総合評価の方法を
もって落札者を決定する。ただし、落札者と
なるべき者の入札価格によっては、その者に
より当該契約の内容に適合した履行がなされ
ないおそれがあると認められるとき、又はそ
の者と契約を締結することが公正な取引の秩
序を乱すこととなるおそれがあって著しく不
適当であると認められるときは、予定価格の
制限の範囲内の価格をもって入札した他の者
のうち、総合評価の最も高い者を落札者とす
ることがある。

(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①He has an understanding of the current
state of medical ventures in Japan and
has knowledge of research and develop-
ment, pharmaceutical affairs, Has a
proven track record of consulting on re-
search and development, pharmaceutical
strategies, intellectual property manage-
ment, business strategies, etc. for medical
ventures and academia in Japan. We
have a track record of operating an over-
seas expansion support program in which
we collaborate with overseas ecosystem
players, sending Japanese medical ven-
tures and academics to the US and other
countries and holding demo days and oth
er events there.
② Have got the "Privacy Mark" or "ISO/
IEC 27001"
③ Not come under Article 70 of the Cabi
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
④ Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
⑤ Are not being suspended from transac-
tions by request of the officials in charge
of contract
⑥Have Grade "A" on "offer of services
etc." in the Kanto-Koshinetsu Area in
terms of qualification for participating in
tenders by Ministry of Health, Labour
and Welfare (Single qualification for
every ministry and agency) in the fiscal
years 2022, 2023 and 2024.
(7 Prove to have no false statement in
tendering documents.
⑧ A person whose business situation or
creditworthiness is not deemed to have
deteriorated severely.
⑨Bidders must submit a pledge that they
are not affiliated with any organized
crime group or other group designated by
the expenditure and liability official. If a
prospective bidder fails to submit a pled-
ge, makes a false pledge, or breaches the
pledge, his/her bid will be invalid.
⑩For bidders subject to the following in-
surance system of each item, and it is not
in arrears either of insurance premiums :
