(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項
①電子調達システムにより参加を希望する
者は、上記3(4)に示す受領期限までに入札
書類データ(申請書等)を上記3(1)に示す
URLに提出しなければならない。
②紙入札方式により参加を希望する者は、
上記3(4)に示す受領期限までに必要な申請
書等を上記3(2)に示す場所に提出しなけれ
ばならない。
なお、①、②いずれの場合も、開札日の前
日までの間において必要な申請書及び資料の
内容に関する支出負担行為担当官からの照会
があった場合には、説明しなければならない。
(4)落札対象競争参加資格確認申請書を基
に、当該入札説明書に添付した仕様書の総合
評価を行い、競争参加資格が確認された入札
書のみを落札対象とする。
(5)入札の無効競争に参加する資格を有しな
い者のした入札及び入札の条件に違反した入
札は無効とする。
(6)契約書作成の要否要
(7)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で、契約担当官等が入札説明書
で定める総合評価の方法をもって得た評価値
が最も高い者を落札者とする。
ただし、落札者となるべき当該契約の内容
に適合した履行がなされないおそれがあると
認められるとき、又はその者と契約を締結す
ることが公正な取引の秩序を乱すこととなる
おそれがあって著しく不適当であると認めら
れるときは、予定価格の制限の範囲内の価格
をもって入札した他の者のうち各評価項目の
得点の合計に入札価格の得点を加えて得た数
値の最も高い者を落札者とすることがある。

5 Summary

dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①not come under Article 70 and 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting
②have grade A on "sale of product" or
"offer of services" in Kanto Koushinetsu
area in terms of qualification for partici-
pating in tenders by Ministry of Land,
Infrastructure and Transport and Tour-
ism (Single qualification for every minis-
try and agency) in the fiscal year 2025/
2026/2027
③ not be under suspension of nomination
by Director General of National Institute
for Land and Infrastructure Management
from Time-limit for the tender to Bid
Opening
④ acquire the electric certificate in case
of using the Electric Bidding sysem

quest from Ministry of Land, Infrastruct-
