(5)入札方法本案件は、総合評価のための書
類を求め、価格と価格以外との要素を総合的
に評価して落札者を決定する総合評価落札方
式とする。入札に参加する者は、機構の交付
する入札説明書に基づき入札書を提出するこ
と。入札金額は、総価とする。なお、落札者
の決定に当たっては、入札書に記載された金
額に当該金額の10%に相当する額を加算した
金額(当該金額に1円未満の端数があるとき
は、その端数金額を切り捨てるものとする。)
をもって落札価格とするので、入札者は消費
税に係る課税事業者であるか免税事業者であ
るかを問わず、見積もった契約希望金額の
110分の100に相当する金額を入札書に記載す
ること。
2競争参加資格提案書の提出者は、次の(1)に
掲げる要件を満たしている単体企業または(2)に
掲げる要件を満たしている共同体であること。
(1)単体企業
①独立行政法人日本高速道路保有・債務返
済機構契約事務取扱規程(平成17年規程第
23号)第5条に規定される事項に該当する
者は、競争に参加する資格を有しない。た
だし、未成年者、被補佐人又は被補助者で
あって、契約締結のために必要な同意を得
ている者については、この限りではない。
②令和7・8・9年度(全省庁統一資格)
「役務の提供等」でA等級に格付けされた、
競争参加資格を有するものであること,
③官庁から指名停止又は一般競争参加資格
停止を受けている期間に該当しない者。
④警察当局から、暴力団員が実質的に経営
を支配する業者又はこれに準ずるものとし
て、公共工事等からの排除要請があり、当
該状態継続している者、工事等からの排除
要請があり、当該状態継続している者でな
いこと。
⑤受託する法人が仕様書[5受託者の要
件」を満たす者であること。
⑥配置予定業務実施責任者が仕様書「6
業務実施責任者の要件」を満たす者である
こと。
(2)共同体
前記(1)①～⑤に掲げる要件を満たしている
者により構成される共同体であること。また、
配置予定業務実施責任者は代表者たる構成員
が前記⑥を満たすものを配置すること。

(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れた義務を履行しなかった者の提出した入札
書は無効とする。

(6)落札者の決定方法総合評価落札方式とす
る。

5 Summary

(2) Have Grade A in "Offer of Services",
in terms of the qualification for partici-
pating in the fiscal years2025,2026,
and 2027
(3) Have not received suspension of de-
signated contractor status, etc. from
any ministry or agency.
(4) Those who have not been requested
by police authorities to be excluded
from public works, etc. as a contractor
substantially controlled by a member
of an organized crime group or equiva-
lent, and who continue to be in this
state, or those who have been request-
ed to be excluded from construction,
etc. and who continue to be in this
state.
(5) The contractor corporation must sat-
isfy Specification "5. Requirements for
contractors.
(6) The person to be assigned as the bu-
siness manager must satisfy Specifica-
tion "6. Requirements for business man-
agers"
②Joint Venture
Joint Venture composed of individuals
who satisfy the requirements listed in (1)
to (5) above. In addition, the person to be
assigned as the business manager must be
a representative member who satisfies (6)
above.
