(3)入札者に要求される事項この一般競争に
参加を希望する者は、提案書等を本公告2の
競争参加資格を有することを証明する書類を
添付して、本公告3(4)受領期限までに提出し
なければならない。また、入札書を郵送する
場合は本公告3(5)受領期限、入札書を持参す
る場合は本公告3(6)の日時までに提出しなけ
ればならない。紙入札による場合は、入札書
を封かんすること。入札者は、開札日時まで
の間において、当所から当該書類に関し説明
を求められた場合は、それに応じなければな
らない。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法総合評価落札方式とす
る。本公告4(3)に従い提案書等及び入札書を
提出した入札者であって、本公告2の競争参
加資格をすべて満たし、本公告及び入札説明
書において明らかにした性能等の要求要件の
うち必須とされた項目の最低限の必要要件を
すべて満たし、当該入札価格が国立研究開発
法人国立環境研究所契約事務取扱細則第13条
の規定に基づいて作成された予定価格の制限
の範囲内である者のうち、入札説明書等で定
める総合評価の方法をもって落札者を決定す
る。

5 Summary

leased, operated and maintained: En-

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①have Grade A, B or C in terms of the
qualification in the categories of "manu-
facturing of products", "selling products'
or "offer of services" for participating in
tenders by Ministry of the Environment
(Single qualification for every ministry
and agency) in the fiscal years 2025, 2026
and 2027:
② not come under Article of Detailed
Rules concerning the Contract for NIES.
Furthermore, minors, Person under Con-
servatorship or Person under Assistance
that obtained the consent necessary for
concluding a contract may be applicable
under cases of special reasons within the
said clause
③not come under Article 6 of Detailed
Rules concerning the Contract for NIES.
④are not being suspended from transac-
tions by the request of the officials in
charge of contract
⑤pledge to excluding crime syndicates
and other illegal organization defined in
the bid manual
