(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
なお、契約保証金の免除に当たっては、落
札者が契約締結の際に令和7.8.9年度財
務省競争参加資格(全省庁統一資格)を有し
ていることを条件とする。
(3)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札
(4)契約書作成の要否要
(5)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で、最低価格をもって有効な入
札を行った者を落札者とする。
(6)手続きにおける交渉の有無無
(7)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示」(令和5年3月
31日付官報)に記載されている時期及び場所
のとおり。

(5) Delivery place : Refer to the tender ex-

(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
①Not come under Article 70 of Cabinet
Order concerning the Budget, Auditing
and Accounting. Furthermore, minors,
Person under Conservatorship or Person
Under Assistance that obtained the con-
sent necessary for concluding a contract
may be applicable under cases of spesial
reasons within the said clause
②Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
③Have Grade "A" or "B" in Selling in
terme of the qualification for participat-
ing in tenders by Organizations in the
Kyusyu Okinawa area related to the
Ministry of Finance (Single qualification
for every Ministry and agency) in the
fiscal year 2022, 2023 and 2024
④ Have not received suspension of De-
signated contractor status, etc. From any
ministry or agency (including person spe-
cially qualified by Officials in charge of
disbursement of the procuring entity).
⑤An eligible person is a person whose
business condition and credit are deemed
not to be a severe degradation, and who
is sure to implement the contract.
(6)Have registered as a retail electric en-
terprise in accordance with Article2-2
of the Electricity Utilities Industry Law.
