4その他
(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る.
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項本調達案件の入
札に参加を希望する者は、支出負担行為担当
官の交付する入札説明書に基づく申請書等を
作成し、下記により提出しなければならない。
①電子調達システムにより参加を希望する
者は、申請書等を作成し、上記3(5)に示す
提出期限までにこれを上記3(4)に示すUR
Lに電子調達システムを利用し、提出しな
ければならない。
②紙入札方式により参加を希望する者は、
申請書等を作成し、これを上記3(5)に示す
提出期限までに上記3(1)に示す場所に提出
しなければならない。
また、①、②いずれの場合も、開札日の前
日までの間において支出負担行為担当官から
申請書等の内容に関する説明を求められた場
合には、それに応じなければならない。
(4)落札対象支出負担行為担当官において競
争参加資格が確認された入札書のみを落札対
象とする.
(5)入札の無効競争に参加する資格を有しな
い者、入札に関する条件に違反した者、入札
者に求められる義務を履行しなかった者及び
電子調達システムを利用するための電子認証
(ICカード)を不正に使用した者のした入
札は無効とし、無効の入札を行った者を落札
としていた場合には落札決定を取消す。
(6)契約書の作成の要否要。
(7)落札者の決定方法総合評価落札方式とす
る。本公告4(3)に従い書類・資料を添付して
入札書及び総合評価に関する書類を提出した
入札者であって、本公告2の競争参加資格を
全て満たし、当該入札者の入札価格が予算決
算及び会計令第79条の規定に基づいて作成さ
れた予定価格の制限の範囲内であり、かつ当
該入札者の申し込みに係る技術等の各評価項
目の得点の合計を当該入札者の入札価格で除
して得た数値の最も高いものをもって落札者
とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされない恐れがあると認めら
れるとき、又はその者と契約を締結すること
が公正な取引の秩序を乱すこととなる恐れが
あって著しく不適当であると認められるとき
は、予定価格の制限の範囲内の価格をもって
入札した他の者のうち、技術等の各評価項目
の得点の合計を入札金額で除して得た数値の
最も高い者を落札者とすることがある。
