次のとおり一般競争入札に付します。

1競争入札に付する事項
(1)品目分類番号71、27
(2)件名令和7年度産業廃棄物行政情報シス
テム更改に係る調査検討業務

(6)入札方法本件は、入札に併せて技術等の
提案書を受け付け、価格と技術等の総合評価
によって落札者を決定する総合評価落札方式
の入札である。入札金額は、業務に要する一
切の費用を含めた額とする。落札決定に当
たっては、入札書に記載された金額に当該金
額の10%に相当する額を加算した金額(当該
金額に1円未満の端数があるときは、その端
数金額を切り捨てるものとする。)をもって落
札価格とするので、入札者は、消費税に係る
課税事業者であるか免税事業者であるかを問
わず、見積った契約金額の110分の100に相当
する金額を入札書に記載すること。
(7)電子調達システムの利用本案件は、証明
書等の提出、入札を電子調達システムで行う
対象案件である。なお、電子入札システムに
よりがたい場合は、紙入札方式参加願を提出
するものとする。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること,
(3)環境省大臣官房会計課長から指名停止措置
が講じられている期間中の者でないこと。
(4)令和07・08・09年度環境省競争参加資格
(全省庁統一資格)「役務の提供等」の「情報
処理」又は「ソフトウェア開発」において、
開札時までに「A」、「B」、「C」又は「D」級
に格付されている者であること。
(5)入札説明書において示す暴力団排除に関す
る誓約事項に誓約できる者であること。
(6)その他予算決算及び会計令73条の規定に基
づき、支出負担行為担当官が定める資格を有
する者であること。

(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札の条件に違反した者の提出し
た入札書は無効とする。
(4)契約書作成の要否要
(5)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った入札者を落札者とする。なお、落札
者となるべき者が2者以上となった場合は、
くじにより落札者を決定するものとする。

5 Summary

(6)Qualification for participating in the ten-
dering for
participating in the proposed tender are
those who shall:
①Not come under Article70of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting; Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
②Not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
③Not be suspended from transaction by
Ministry of the Environment, Govern-
ment of Japan.
④Have Grade A, B, C or D "Software
Development" and "Information Proces-
sing" in terms of the qualification for par-
ticipating in tenders by the Ministry of
the Environment (Single qualification for
every ministry and agency) in the fiscal
vear 2025, 2026 and 2027.
⑤Meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 73 of the Cabi-
net Order.
