次のとおり一般競争入札に付します。

(6)入札方法入札書に記載する金額は、各社
において設定する契約電力に対する単価(基
本料金単価)及び使用電力量に対する単価(電
力料金単価)を根拠とし、あらかじめ当庁が
別途提示する月ごとの予定契約電力及び予定
使用電力量に基づき算出した各月の対価の年
間総価を入札金額とすること(各単価にあっ
ては小数点以下を含むことができる。)。
なお、落札価格は、入札書に記載された金
額に当該金額の10パーセントに相当する額を
加算した金額とするので、入札者は、消費税
に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額の110分の
100に相当する金額を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度内閣府競争参加資格
(全省庁統一資格)において「物品の販売
のA、B又はCの等級に格付けされている者
であること。
(4)電気事業法第2条の2第1項の規定に基づ
き、小売電気事業者として登録を受けている
者であること。
(5)二酸化炭素排出係数及び環境への負荷の低
減に関する取組の状況に関し、入札説明書に
掲げる入札適合条件を満たすこと。
(6)警察庁から指名停止の措置を受けている期
間中の者でないこと。
(7)警察当局から、暴力団又は暴力団員が実質
的に経営を支配する事業者又はこれに準ずる
者として、国発注業務等からの排除要請があ
り、当該状態が継続している者でないこと。
(8)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示(令和6年3月
29日付官報)に記載されている時期及び場所
で申請を受け付ける。

札書は無効とする。

納入できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で最低価格をもって有効な入札を
行った入札者を落札者とする。
