次のとおり一般競争入札に付します。

(2)借入等件名及び数量登記情報システムの
戸籍情報連携に係る機器及びソフトウェア等
一式の導入、賃借及び保守業務一式

(6)入札方法落札決定に当たっては、入札書
に記載された金額に当該金額の10パーセント
に相当する額を加算した金額(当該金額に1
円未満の端数があるときは、その端数金額を
切り捨てるものとする。)をもって落札価格と
するので、入札者は、消費税及び地方消費税
に係る課税事業者であるか免税事業者である
かを問わず、見積もった契約金額の110分の
100に相当する金額を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度法務省競争参加資格
(全省庁統一資格)「物品の製造」、「物品の販
売」又は「役務の提供等」においてA又はB
の等級に格付けされた者であること。
(4)予算決算及び会計令第73条の規定に基づ
き、支出負担行為担当官が定める資格を有す
る者であること。
(5)この公告の示した物品を第三者をして貸付
けしようとする者にあっては、当該物品を自
ら貸付けできる能力を有するとともに、第三
者をして貸付けできる能力を有することを証
明した者であること。

(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示す証明
書等を作成し、提出期限までに提出しなけれ
ばならない。提出された証明書等を支出負担
行為担当官が審査した結果、この公告に示し
た業務を履行することができると認められた
者に限り、入札に参加することができるもの
とする。なお、開札日の前日までの間におい
て、支出負担行為担当官から提出した証明書
等に関し説明を求められた場合は、それに応
じなければならない。
(4)入札の無効この公告に示した競争参加資
格のない者がした入札及び入札に関する条件
に違反した入札は、無効とする。

制限の範囲内であり、入札説明書で指定する

合評価の方法をもって落札者を決定する。

5 Summary

(6)Qualification for participating in the ten-
dering for
participating in the proposed tender are
those who shall : (a)Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause. (b)
Not come under Article 71 of the Cabinet
Order concerning the Budget, Auditing and
Accounting. (c)Have Grade A or B "Manu-
facture of products","Sale of products" or
"Offer of services, etc." in terms of the qua-
lification for participating in tenders laid
down by Ministry of Justice (Single qualifi-
cation for every ministry and agency) for
the purpose of procurement in the fiscal
year of 2025,2026,2027.(d)Meet the qualifi-
cation requirements which the Obligating
Officer may specify in accordance with Ar-
ticle 73 of the Cabinet Order. (e)Prove to
have ability to lease the products concerned
by themselves and by a third party, should
the products requested through this notice
be leased by a third party.
