dering procedures: Suppliers eligible for

①not come under Article 5 of the Regula-
tion concerning Contract for National
Hospital Organization (NHO). Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause :
② not come under Article of the Regula-
tion concerning Contract for NHO;
③ have Grade A, B or C in "Sales of prod-
ucts" for participating in tenders by Min-
istry of Health, Labour and Welfare
(Single qualification for every ministry
and agency) in Kinki Region ;
④have permission to be a general gas
enterprise in accorddancr with Article 3,
of the Gas Utility Industry Law, have re-
glistered as a gas conduit enterprise in-
accordance with Article 37-7-2, Sec-
tion lof the same law, or have registered
as a large volume gas enterprise in accor-
dance with Article 37—9 of the same

⑤ prove that they can deliver the gass, on
the date and to the place specified by the
Obligating Officer;
⑥ meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 4 of the Regu-
lation:

次のとおり一般競争入札に付します。

する一切の諸経費を含めた額で行う。なお落
札決定に当たっては、入札書に記載された金
額に当該金額の10パーセントに相当する額を
加算した金額(当該金額に1円未満の端数が
あるときは、その端数金額を切り捨てるもの
とする。)をもって落札価格とするので、入札
者は、消費税及び地方消費税に係る課税事業
者であるか免税事業者であるかを問わず、見
積もった契約金額の110分の100に相当する金
額を入札書に記載すること。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。ただし、未成年者、被保
佐人、又は被補助人であって、契約締結のた
めに必要な同意を得ている者については、こ
の限りではない。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)厚生労働省競争参加資格(全省庁統一資格)
において「物品の販売』のA、B、C又はD
の等級に格付され、東海・北陸地域の競争参
加資格を有する者であること。
(4)その他契約担当役が必要と定める資格を有
する者であること。
