(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項
(a)紙入札方式により参加を希望する者は、
必要な証明書等を上記3(4)の受領期限まで
に上記3(2)に示す場所に提出しなければな
らない。
(b)電子調達システムにより参加を希望する
者は、入札書類データ(証明書等)を上記
3(4)の受領期限までに上記3(1)に示すUR
Lより、電子調達システムを利用し提出し
なければならない。
なお、(a)、(b)いずれの場合も、開札日の前
日までの間において契約担当官等から証明書
等に関する説明を求められた場合には、それ
に応じなければならない。
(4)入札の無効競争に参加する資格を有しな
い者のした入札及び入札の条件に違反した入
札並びに入札者に求められる義務を履行しな
かった者の提出した入札書は無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。ただし、落札者
となるべき者の入札価格によっては、その者
により当該契約の内容に適合した履行がなさ
れないおそれがあると認められるとき、又は
その者と契約を締結することが公正な取引の
秩序を乱すこととなるおそれがあって著しく
不適当であると認められるときは、予定価格
の制限の範囲内の価格をもって入札した他の
者のうち最低価格をもって入札した者を落札
者とすることがある。
(7)本入札に係る開札、落札決定の条件は、令
和7年度の予算が成立し、予算が示達され、
かつ、令和7・8・9年度の一般競争(指名
競争)参加資格(全府省統一資格)「物品の製
造」又は「物品の販売」の東海・北陸地域の
認定を受け、A、B、C又はD等級に格付け
された場合とする。

(6)Qualification for participating in the ten-
dering for
participating in the proposed tender are
those who shall:
① not come under Article 70 and 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting
② have Grade A, B, C or D on "manufac-
ture of product" or "sale of product" in
Tokai-Hokuriku area in terms of the
qualification for participating in tenders
by Ministry of Land, Infrastructure,
Transport and Tourism (Single qualifica-
tion for every ministry and agency) in the
fiscal year 2025/2026/2027.
③ not be under suspension of nomination
by Director-General of Chubu Regional
Development Bureau from Time-limit for
submission of certificate to Bid Opening.
④ not be the stated person under the com-
mencement of reorganization procee-
dings or under the beginning of rehabili-
tation proceedings (except for the person
who has the procedure of reapplication
under the notification of the competing
participation qualification).
⑤ Building constructor that a
gangster influences management substan-
tially or the person who has exclusion re-
quest from Ministry of Land, Infrastruct-
ure, Transport and Tourism is continuing
state concerned.
⑥The person who obtained a bid manual
from the person of ordering directly.
⑦ The person who submitted the re-
ferencequotation specified in the bid
