(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。

(6)落札者の決定方法本公告に示した物品を
納入できると経理責任者が判断した資料を添
付して入札書を提出した入札者であって、契
約細則第21条の規定に基づいて作成された予
定価格の制限の範囲内で最低価格をもって有
効な入札を行った入札者を落札者とする。

dering for
participating in the proposed tender are
those who shall:
①not come under Article 5 of the Regula-
tion concerning Contract for National
Hospital Organization (NHO). Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for conclud-
ing a contract may be applicable under
cases of special reasons within the said
clause:
② not come under Article of the Regula-
tion concerning Contract for NHO;
③ have qualification.
the Grade A, B, C or D in "Sales of prod-
ucts" for participating in tenders by Min-
istry of Health, Labour and Welfare
(Single qualification for every ministry
and agency) in Kanto-Koshinetsu Re-
gion:
④ prove to have registered with the rel-
evant authorities, in accordance with the
Pharmaceutical Affairs Law, to initiate
business of selling medical appliances ;
⑤prove that they can deliver the drugs
on the date and to the place specified by
the Obligating Officer;
⑥meet the qualification requirements
which the Obligating Officer may specify
in accordance with Article 4 of the Regu-
lation:
