(6)落札者の決定方法予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
で、最低価格をもって有効な入札を行った者
を落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札した他の者のうち最低価格をもっ
て入札した者を落札者とすることがある。

2025/2026/2027 in terms of qualifica-
tion for participating in tenders by Minis-
try of Land, Infrastructure, Transport
and Tourism (Single qualification for
every ministry and agency).
③ The applicant must be a stand-alone
company that meets the requirements of

Environment for detoxifica-
tion treatment of low-con-
centration PCB waste and
lead in accordance with Arti-

or transportation" category is
listed as "Yes" on the certifi-
cate for certification of de-
toxification treatment by the
Minister in accordance with
Article 15-4-4,Paragraph 1
of the Waste Disposal and
Public Cleansing Law.
b) A person who has obtained a li-
cense for specially controlled in-
dustrial waste collection and trans-
portation business for lowcon-
centration PCB waste and lead
from the prefectual governor, etc.
with jurisdiction over the area in-
cluding and unloading
sites, accordance with Article
14-4,paragraph 1 of the Waste
Disposal and Public Cleansing
Law. (including permission for
change under Articie 14—5, Para-
graph 1 of the same law)
2) A person who can pledge to delegate
to a person who meets the require-
ments of a) ①above, but does not
meet the requirements of a)②above,
to a person who meets the require-
