(7)本入札に係る落札決定及び契約締結は、令
和7年4月17日を予定しているが、予算成立
が4月18日以降となった場合は、予算成立日
に落札決定及び契約締結する。また、暫定予
算となった場合は、暫定予算の期間分のみの
契約とする。
4その他
(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨。
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項
①電子調達システムにより参加を希望する
者は、入札書類データ(申請書等)を所定
の受領期限までに上記3(2)に示すURLに
提出しなければならない。
②紙入札方式により参加を希望する者は、
必要な申請書等を所定の受領期限までに上
記3(1)に示す場所に提出しなければならな
い。
なお、上記①及び②のいずれの場合も、開
札日の前日までの間において、支出負担行為
担当官から当該書類に関し説明を求められた
場合は、それに応じなければならない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
違反した入札は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行った者を落札者とする。
(7)手続における交渉の有無無。
(8)競争参加資格の決定を受けていない者の参
加上記2(2)に掲げる一般競争参加資格の決
定を受けていない者も上記3(4)により申請書
等を提出することができるが、競争に参加す
るためには、落札決定の時において、当該資
格の決定を受け、かつ、競争参加資格の確認
を受けていなければならない。なお、当該資
格の申請は「競争参加者の資格に関する公示」
(令和6年3月29日付官報)により随時受け
付ける。
