(6)落札者の決定方法入札説明書の規定に従
い入札書を提出した入札者のうち、競争参加
資格及び仕様書の要求要件を全て満たし、入
札説明書において明らかにした性能等の要求
要件のうち必須とされた項目の最低限の要求
要件を全て満たし、契約を履行できると支出
負担行為担当官が判断した者であって、当該
入札者の入札価格が予決令第79条の規定に基
づいて作成された予定価格の制限の範囲内で
最低価格をもって有効な入札を行った入札者
を落札者とする。

6 Summary

(3) Nature and quantity of the products to be
required : A set of operations process man-
agement support for the repair of the edu-
cational training benefit system informa-
tion management and search system in
Reiwa 7.
(4) Fulfillment period : From contract date
to March 31, 2026.
(5)Fulfillment place: The place specified by
the Official in charge of disbursement of the
procuring entity
(6)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause
② not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting
③satisfy the Grade A "offer of services
etc" in terms of the qualification for par-
ticipating in tenders by Ministry of
Health Labour and Welfare (Single quali-
fication for every ministry and agency) in
the fiscal years 2022,2023,2024
④Do not go out of Ministry of Health,
Labour and Welfare about duties during
a period taking a nomination stop.
⑤prove to have no false statement in ten-
dering application forms or attached do-
cuments
⑥prove neither the business condition
nor credibility is deteriorating
⑦for bidders subject to the following in-
surance system and it is not in arrears
either of insurance premiums of labor in-
surance and Welfare annuity insurance,
Health insurance, Seamen's insurance or
National pension (2 insurance year for
the last two years of the bid submission
deadline of this bid)
8 meet the qualification requirements
which Official in charge of disbursement
of the procuring entity may specify in ac-
cordance with Article 73 of the Cabinet
Order.
