(3)入札者に要求される事項この一般競争に
参加を希望する者は、入札説明書で示した総
合評価のために必要な書類を提出期限までに
提出しなければならない。提出された書類を
支出負担行為担当官が審査した結果、この公
告に示した業務を履行することができると認
められた者に限り、入札に参加することがで
きるものとする。
なお、提出した書類について説明を求めら
れたときは、これに応じなければならない。
(4)入札の無効この公告に示した競争参加資
格のない者がした入札及び入札に関する条件
に違反した入札は、無効とする。
(5)契約書作成の要否要
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内であり、入札説明書で指定する
性能等の要求要件を全て満たしている提案を
した入札者の中から、入札説明書で定める総
合評価の方法をもって落札者を決定する.

(8)電子調達システムの利用本件は、電子調
達システムを利用することができる案件であ
る.

required : Renewal of equipment for Infor-
mation collaboration corresponding to re-
newal of the Foreigners Entry and depar-
ture Information System, 1 set

(6)Qualification for participating in the ten-
dering for
participating in the proposed tender are
those who shall: Not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause.②

Order concerning the Budget, Auditing and
Accounting. ③Have Grade A or B "Manu-
facture of product" "Sale of product" or "Of-
fer of services" in terms of the qualification
for participating in tenders laid down by
Ministry of Justice (Single qualification for
every ministry and agency) for the purpose
of procurement in the fiscal year of 2022,
2023,2024.④Meet the qualification require-
ments which the Obligating Officer may
specify in accordance with Article 73 of the
Cabinet Order.
