(5)契約書作成の要否要
本業務は、契約手続きにかかる書類の授受
を電子調達システムで行う対象業務である。
なお、電子調達システムによりがたい場合は
発注者の承諾を得て紙契約方式に代えるもの
とする。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で、最低価格をもって有効な入
札を行った者を落札者とする。
ただし、落札者となるべき者の入札価格に
よっては、その者により当該契約の内容に適
合した履行がなされないおそれがあると認め
られるとき、又はその者と契約を締結するこ
とが公正な取引の秩序を乱すこととなるおそ
れがあって著しく不適当であると認められる
ときは、予定価格の制限の範囲内の価格を
もって入札をした他の者のうち、最低価格を
もって入札した者を落札者とすることがあ
る。
(7)本件にかかる落札及び契約締結は、当該業
務に係る令和7年度予算が成立し、予算示達
がなされることを条件とする。
ただし、暫定予算となった場合、予算措置
が全額計上されているときは全額の契約とす
るが、予算措置が全額計上されていないとき
は全体の契約期間に対する暫定予算の期間分
のみの契約とする。

所のとおり。
