(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書と共に、
総合評価のための書類を入札書の提出期限ま
でに提出しなければならない。なお、提出し
た総合評価のための書類について、開札日の
前日までの間に支出負担行為担当官から説明
を求められた場合は、これに応じなければな
らない。当該書類に関し説明の義務を履行し
ない者は開札の対象者としない。また、提出
された総合評価のための書類を審査した結
果、当該案件を履行できると認められた者に
限り開札の対象者とする。
(4)入札の無効本公告に示した競争参加資格
のない者の入札、申請書又は資料等に虚偽の
記載をした者の入札、入札に関する条件に違
反した入札及び中国四国農政局競争契約入札
心得第4条の3の規定に違反した者の入札は
無効とする。
(5)契約書の作成の要否要
(6)落札者の決定方法上記4の(3)に従い総合
評価のための書類を添付して入札書を提出し
た入札者であって、上記2の競争参加資格を
すべて満たし、当該入札価格が予決令第79条
の規定に基づいて作成された予定価格の制限
の範囲内であり、かつ支出負担行為担当官が
入札説明書で示す総合評価のための書類の評
価項目における技術点の基礎点を満たしてい
る入札者の中から、総合評価の方法をもって
落札者を決定する。
落札者となるべき者の入札価格が予決令第
85条に基づく調査基準価格を下回る場合は、
予決令第86条の調査を行うものとする。また、
落札者となるべき者の入札価格によっては、
その者と契約を締結することが公正な取引の
秩序を乱すこととなる恐れがあって、著しく
不適当であると認められるときは、予定価格
の制限の範囲内の価格をもって入札した他の
者のうち、評価の最も高い者をもって落札者
とすることがある。

dering for
participating in the proposed tender are
those who shall:
①not come under Article 70 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting. Furthermore, mi-
nors, Person under Conservatorship or
Person under Assistance that obtained
the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.
②not come under Article 71 of the Cabi-
net Order concerning the Budget, Audit-
ing and Accounting.
3 have the Grade "A","B" or "C" in terms
of qualification "Software development"
in "Probision of services" at Chugoku
area for participating in tenders by Min-
istry of Agriculture, Foestry and Fish-
eries (Single qualification for every min-
istry and agency) in the fiscal year 2025,
2026 and 2027.
