2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。
なお、未成年者、被保佐人又は被補助人で
あって、契約締結のために必要な同意を得て
いる者は、同条中、特別の理由がある場合に
該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和7・8・9年度内閣府競争参加資格及
び最高裁判所競争参加資格(全省庁統一資格)
において「物品の製造」又は「物品の販売」
及び「役務の提供等」のA等級に格付けされ
ている者であること。
(4)警察庁又は最高裁判所から指名停止の措置
を受けている期間中の者でないこと。
(5)警察当局から、暴力団又は暴力団員が実質
的に経営を支配する事業者又はこれに準ずる
者として、国発注業務等からの排除要請があ
り、当該状態が継続している者でないこと,
(6)競争参加資格の申請の時期及び場所「競
争参加者の資格に関する公示(令和6年3月
29日付官報)に記載されている時期及び場所
で申請を受け付ける。

を有するものとする。
(4)入札の無効本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。

(6)落札者の決定方法本公告に示した物品を
納入できると支出負担行為担当官が判断した
入札者であって、予算決算及び会計令第79条
の規定に基づいて作成された予定価格の制限
の範囲内で有効な入札を行い、入札説明書の
総合評価基準で示す技術的要件のうち必須と
する項目の最低限の要求要件を全て満たす入
札者について、入札説明書に示す方法により
総合評価を行い落札者を決定する。
