6 Summary
(1)Classification of the products to be pro-
cured : 14,27
(2) and quand quantity of the products to be
rent: Integrated Hospital Medical Informa-
tion System 1 Set
(3) Type of the procurement : Rent
(4) Basic requirements of the procurement :
A The system must be capable of provid-
ing comprehensive support for the Uni-
versity's medical services, as well as
smooth operation and supervision of hos-
pital operations, and must be equipped
with an overall security management
function.
B The system must have the following
functions to manage hospital operations:
system maintenance management, user
management, access privileges and histo-
ry management, personnel management,
logistics management, hospital bed man-
agement, messaging functions such as
public relations for healthcare profes-
sionals, and risk management support
functions.
C The system must maintain and expand
the functions realized by the current sys-
tem, be compatible Uni-
versity's operations, and fully contribute
to further streamlining the University's
operations and improving its manage-
ment.
D The system as a whole must be co-
nfigured to store, reuse data
with granularity an
withstand disclosure of medical informa-
tion, analysis of risk factors, and external
evaluation, and must function as an elec-
tronic medical record
E In principle, electronic medical record
LANs should be closed net-
works. However, as breakthroughs in
IOT technology, cloud-based data stor-
age, and provision of data for active re-
gional collaboration have become inevi-
table, sufficiently se-
cure and adaptable to these and other va-
rious guidelines.
F The system must be configured to mi-
grate the original scanned documents
based on the e-Document Law already in
operation at the University, as well as to
maintain and operate such documents,
and must function as an electronic medi-
cal record.
G The scope of the medical care-related
ordering function must include basic pa-
tient information, appointments, tests,
prescriptions, procedures, procedures,
blood transfusions, surgeries, dental pro-
cedures, nursing care, patient transfers,
meals, disease names based on ICD codes,
clinical trials, These on. These orders
must be based on implementation input
that retains attributes such as time
stamp, place of imp-
lementation, which are necessary for
safety and accuracy control, and the sys-
tem must have a chronological list func-
tion and a history of changes in order co-
ntents.
H The system must be capable of operat-
ing critical path th using the electronic
medical record function and the ordering
function related to medical treatment. In
addition, the system must have incident
recording, storage, and analysis func-
tions.
I The medical accounting system must
capture and store all items of order infor-
mation necessary for electronic receipt
generation and management analysis,
and support automated input
J Each terminal of the requesting system
must provide a comfortable working en-
vironment with unified operability. In ad-
dition, pro-
vided to achieve centralized management
of each terminal.
K The system must be able to be seam-
lessly connected to and used with the sub-
systems of equipment of each
department that are connected to and op-
erated by the existing system. In addition,
when the need for data communication
between each subsystem and the request-
ing system arises, the system must pro-
vide the information necessary to achieve
this.
L The system must be a packaged system
that is easy to use foor physicians, nurses,
and comedical staff.
M Costs must be reduced by introducing
and operating a system that actively uti-
lizes tablet terminals using virtualization
technology, etc.
N Information exchange between sys-
tems must use the medical information
standards such as DICOM, HL7, IHE-J,
MFER, etc., as well as general standards
such as JPEG, MPEG2, etc., and commu-
nication methods must employ standards
such as TCP/IP and UDP/ID.
O Network equipment required for the
hospital business network must be in-
cluded in this procurement.
P The system must be configured as a
so-called "non-stop system" and must
have the performance to ensure quick re-
sponse. For the core systems (electronic
medical records and medical affairs), sa-
fety, reliability, and uptime must be co-
nsidered
Q The system must have a maintenance
management system and an operation
training system for the entire system.
R In functional improvement, mainte-
nance management, and failure response,
the system should be provided under a
system in which sales staff, system engi-
neers, and other multiple professions co-
operate smoothly and can expect effi-
cient, reliable, and high-quality support
based on documents, etc. prepared in ad-
vance.
S The system should be able to contrib-
ute to the regionalization of medical care.
Therefore, the system should be able to
share medical information with other fa-
cilities in the region, accept referrals and
inquiries, and reflect them in the system,
such as appointments
T The system must be able to transfer
the patient medical data accumulated by
the University over many years without
excess or deficiency, and allow physi-
cians, nurses and co-medical staff to con-
tinue their medical work and data analy-
sis without problems. This applies not
only to the electronic medical record sys-
tem but also to departmental systems.
U Provide technical information, etc., ne-
cessary for operation on the requested
system at the direction of the University.
Based on this, the University will provide
necessary data groups and masters, such
as medical information stored in the ex-
isting hospital information system, and
these data groups and masters must be
migrated to the requesting system and
made use
V When it is necessary to migrate data
from the requesting system, the informa-
tion necessary to do so must be provided
to the University. In addition, the Univer-
sity and third parties authorized by the
University must be allowed to use this in-
formation for the migration work.
W Provide information necessary to real-
ize the various regional cooperation sys-
tems in operation in Saga Prefecture,
such as Medical Rect
ords Regional Cooperation System,"
"Saga Prefecture Diabetes Medical Co
operation Promotion Project," "Hepa-
titis Cooperation Project," and "General
Internist Training Project," as neces-
Sarv.
