(1)入札及び契約手続において使用する言語及
び通貨日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除
(3)入札者に要求される事項
(a)電子調達システムにより参加を希望する
者は、上記3(4)に示す受領期限までに入札
書類データ(証明書等)を上記3(1)に示す
場所に提出しなければならない。
(b)紙入札方式により参加を希望する者は、
上記3(4)に示す受領期限までに必要な証明
書等を上記3(2)に示す場所に提出しなけれ
ばならない。
なお、(a)、(b)いずれの場合も、開札日の前
日までの間において必要な証明書等の内容に
関する支出負担行為担当官からの照会があっ
た場合には、説明しなければならない。
(4)入札の無効競争に参加する資格を有しな
い者の提出した入札及び入札の条件に違反し
た入札は無効とする。
(5)契約書作成の要否要。
(6)落札者の決定方法予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で入札説明書で定める総合評価
の方法をもって得た評価値が最も高い者を落
札者とする。
ただし、落札者となるべき者の入札価格に
よってはその者により当該契約の内容に適合
した履行がなされないおそれがあると認めら
れるとき、又はその者と契約することが公正
な取引の秩序を乱すこととなるおそれがあっ
て著しく不適当であると認められるときは、
予定価格の制限の範囲内の価格をもって入札
した他の者のうち入札説明書で定める総合評
価の方法をもって得た評価値が最も高い者を
落札者とすることがある。
(7)手続における交渉の有無無。
(8)本入札は、令和7年度予算の成立を前提条
件とする入札である。
