(6)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:
① Do not come under Article 70 and Arti-
cle 71 of the Cabinet Order concerning
the Budget, Auditing and Accounting.
Furthermore, minors, Person under Con-
servatorship or Person under Assistance
that obtained the consent necessary for
concluding a contract may be applicable
under cases of special reasons within the
said clause,
②Have Grade 「A」, 「B」, 「C or D」 in
provision of services」 in terms of the
qualification for participating in tenders
by Ministry of Economy, Trade and In-
dustry (Single qualification for every mi-
nistry and agency) in the fiscal years
2022,2023 and 2024;
③ Are not the subject of (a)an order pro-
hibiting them from receiving subsides
from the Ministry of Economy, Trade
and Industry (METI); (b)an order prohib-

2競争参加資格
(1)予算決算及び会計令(以下「予決令」とい
う。)第70条及び第71条の規定に該当しない者
であること。なお、未成年者、被保佐人又は
被補助人であって、契約締結のために必要な
同意を得ている者は、第70条中、特別の理由
がある場合に該当する。
(2)令和4・5・6年度経済産業省競争参加資
格(全省庁統一資格)「役務の提供等」の「A」、
「B」、「C」又は「D」の等級に格付けされ
ている者であること。
(3)経済産業省からの補助金交付等停止措置又
は指名停止措置が講じられている者ではない
こと。
(4)過去3年以内に情報管理の不備を理由に経
済産業省との契約を解除されている者ではな
いこと。
(5)入札に参加を希望する者は、本調達の仕様
を理解するため、各種資料等を閲覧しなけれ
ばならない。
