③落札決定にあたっては、入札書に記載さ
れた金額に当該金額の10%に相当する額を
加算した金額をもって落札価格とするの
で、入札者は、消費税及び地方消費税に係
る課税事業者であるか免税事業者であるか
を問わず、見積もった契約希望金額の110
分の100に相当する金額を入札書に記載す
ること。
(7)契約単価契約単価は、入札金額(総額)
を変更せずに落札者と協議して決定する。
2競争参加資格
競争参加資格確認申請書類の提出期限を審査
基準日とし、審査基準日において以下の(1)から
(4)の全てに該当する者であること。なお、審査
基準日以降、落札者決定までの間において以下
の(1)から(4)のいずれかに該当する者でなくなっ
た場合、競争参加を認めないものとする。
(1)東日本高速道路株式会社契約規程実施細則
(平成17年細則第16号)第6条の規定に該当
しない者であること。
(2)納入実績等次の①、②又は③のいずれか
に該当する者であること。
①平成27年4月1日以降に、東日本高速道
路株式会社、中日本高速道路株式会社又は
西日本高速道路株式会社への磁気カード通
行券の納入実績があることを証明した者で
あること。
②平成27年4月1日以降に、東日本高速道
路株式会社、中日本高速道路株式会社又は
西日本高速道路株式会社が定める磁気カー
ド通行券の加工の承認検査に合格した者で
あること。
③令和7年2月10日(入札公告日)時点で
磁気カード通行券の加工の承認検査に合格
していない者であっても、令和7年3月14
日(競争参加資格確認申請書の受領期限)
までに新たに承認検査を申し込み、合格し
た者であること。なお、承認検査を申し込
む場合は、入札公告(説明書)別添-1「承
認検査について」に定める提出書類等を令
和7年2月17日までに提出すること。
(3)審査基準日から入札・開札を経て落札者決
定の日までの期間(期首及び期末の日を含む)
において、東日本高速道路株式会社から取引
停止措置を受けていないこと。
(4)審査基準日から入札・開札を経て落札者決
定の日までの期間(期首及び期末の日を含む)
において、入札に参加しようとする者の間に、
資本関係又は人的関係がないこと。
