5 Summary

tendering procedures: Suppliers eligible for
participating in the open tender are those
who come under the following items at the
time of the examination criteria date, with
the examination criteria date set as the due
date of receipt of the documents required
for the tender. In addition, suppliers who no
longer come under the following items after
the examination criteria date and up to the
time of the decision being made on the suc-
cessful supplier shall not be eligible to par-
ticipate in the open tender :
① The supplier does not come under Arti-
cle 6 of East Nippon Expressway Compa-
ny Limited's regulation concerning the
contract procedures (Regulation No.16 of
2005)
②have any of the following accomplish-
ment(a),(b) or (c).
(a) The supplier must have delivery rec-
ords of thermal receipt papers to East
Nippon Expressway Company Limited,
Central Nippon Expressway Company
Limited or West Nippon Expressway
Company Limited on or after 1 April,
2015.
(b) The supplier must have passed, on or
after 1 April, 2015, the acceptance test
for processing thermal receipt papers
designated by East Nippon Express-
way Company Limited, Central Nippon
Expressway Company Limited or West
Nippon Expressway Company Limited.
(c) Any supplier who has not been ap-
proved for the Acceptance Test as of
10 February, 2025 must pass the Test
by no later than 14 March, 2025. In or-
der to apply for the Test, any supplier
must submit documents and items sti-
pulated in Attachment 1: "Concerning
the Acceptance Test", by no later than
17 February, 2025
③ Not to have been subject to transaction
suspension measures imposed by East
Nippon Expressway Company Limited
during the period from the examination
criteria date to the date of the decision on
the bidder
④There shall have been no funding or
personal relationships with those intend-
ing to participate in the bidding during
