(1)契約手続において使用する言語及び通貨
日本語及び日本国通貨.
(2)入札保証金及び契約保証金免除.
(3)入札者に要求される事項この一般競争に
参加を希望する者は、封印した入札書の他に
当機構の交付する仕様書に基づき、製作仕様
書及び付属説明資料等(以下「製作仕様書等」
という。)をそれぞれの受領期限までに提出し
なければならない。入札者は、開札日の前日
までの間において、契約担当役から製作仕様
書等に関し説明及び協議を求められた場合
は、それに応ずる義務を負うものとし、必要
な場合には製作仕様書等の変更に応ずべきも
のとする。
(4)技術審査契約担当役が入札者の作成した
製作仕様書等を(5)に示す技術審査基準により
審査し、採用し得ると判断した製作仕様書等
を提出した入札者の入札書のみを落札決定の
対象とする。
(5)技術審査基準製作仕様書等が当機構の交
付する仕様書に示す事項を満たしており、使
用目的等に適合すると認められたものである
とこ
(6)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書は無効とする。
(7)契約書作成の要否要。
(8)落札者の決定方法(4)の技術審査により落
札決定の対象となった入札書を提出した入札
者であって、当機構の規定に基づいて作成さ
れた予定価格の制限の範囲内で最低価格を
もって有効な入札を行った者を落札者とす
る。
(9)手続における交渉の有無無
(10)詳細は入札説明書による。なお、入札説明
書等で当該調達に関する環境上の条件を定め
た調達であると示されている場合は、十分理
解した上で応札すること。
