(3)調達件名の特質等入札説明書による。

(5)納入場所防衛省(市ヶ谷地区、目黒地区)
(6)入札方法入札金額は当省が掲示する発注
予定品目のそれぞれに対する入札単価を明記
することとし、落札の決定は、当該入札単価
に発注予定数量を乗じた総価で行う。(契約は
各入札単価による単価契約とする。)なお、落
札決定に当たっては、入札書に記載された金
額に当該金額の10%に相当する額を加算した
金額(当該金額に1円未満の端数があるとき
は、その端数金額を切り捨てるものとする。)
をもって落札価格とするので、入札者は、消
費税等に係る課税事業者であるか免税事業者
であるかを問わず、見積もった契約金額の
110分の100に相当する金額を入札書に記載す
ること。
(7)電子調達システムの利用本案件は、証明
書等の提出、入札を電子調達システムで行う
対象案件である。なお、電子調達システムに
よりがたい場合は、紙による入札書等の提出
も可とする。
2競争参加資格
(1)予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ている者は、同条中、特別の
理由がある場合に該当する。
(2)予算決算及び会計令第71条の規定に該当し
ない者であること。
(3)令和04・05・06年度競争参加資格(全省庁
統一資格)において「物品の販売」のA、B
又はCの等級に格付けされ、関東・甲信越地
域の競争参加資格を有し、かつ、令和07・08・
09年度競争参加資格(全省庁統一資格)にお
いても同資格を有することが見込まれ、資格
決定後、速やかに資格審査結果通知書を提出
できる者であること。
(4)防衛省から「装備品等及び役務の調達に係
る指名停止等の要領に基づく指名停止の措
置を受けている期間中の者でないこと。
(5)前号により、現に指名停止を受けている者
と資本関係又は人的関係のある者であって、
当該者と同種の物品の売買又は製造若しくは
役務請負について防衛省と契約を行おうとす
る者でないこと。
(6)電子調達システムによる場合は、電子認証
(ICカード)を取得していること。

4その他
(1)契約手続きにおいて使用する言語及び通貨
日本語及び日本国通貨に限る。
(2)入札保証金及び契約保証金免除。
(3)入札者に要求される事項電子調達システ

す受領期限までに入札書類データ(証明書等)
を上記3(1)に示す場所に提出しなければなら
ない。
(4)入札の無効本公告に示した競争参加資格
のない者のした入札及び入札に関する条件に
反した入札は無効とする。

the consent necessary for concluding a
contract may be applicable under cases
of special reasons within the said clause.

③Have Grade A, B or C "Sale" in the
Kanto and Koushinetsu area interms of
the qualification for participating in ten-
ders by Cabinet Office (Single qualifica
tion for every ministry and agency) in the
fiscal years 2022, 2023 and 2024, and is
expected to have the same qualification
for participating in tenders for fiscal
years 2025, 2026 and 2027, and can pro
mptly submit a notification of the qualifi
cation examination results after the qua
