4電子調達システムの利用
本案件は、電子調達システムで行う。なお、
電子調達システムにより難い者は、支出負担行
為担当官に書面により申し出た場合に限り、紙
入札方式に代えることができる。
5その他
(1)本入札及び契約手続において使用する言語
及び通貨日本語及び日本国通貨。
(2)入札保証金及び契約保証金免除,
(3)入札者に要求される事項この一般競争入
札に参加を希望する者は、令和7年3月28日
午後5時00分までに上記2の競争参加資格を
有することを証明する書類を上記3(1)まで提
出すること。
また、入札に参加を希望する者は、上記確
認書類と併せて暴力団等に該当しない旨の誓
約書を提出しなければならない。
入札者は、支出負担行為担当官から当該書
類に関し説明を求められたときは、それに応
じなければならない。
(4)郵送による入札郵送(書留郵便に限る。)
による提出の場合は、上記3(1)宛てに入札書
の受領期限までに到着するよう送付しなけれ
ばならない。なお、未着の場合、その責任は
参加者に属するものとする。郵送の場合、担
当者の職氏名及び連絡先を明記すること。
(5)入札の無効本公告に示した競争参加資格
のない者の提出した入札書、入札者に求めら
れる義務を履行しなかった者の提出した入札
書、その他入札の条件に違反した者の入札書
は無効とする。
(6)契約書作成の要否要。
(7)落札者の決定方法予決令第79条の規定に
基づいて作成された予定価格の制限の範囲内
であり、入札説明書で指定する性能、機能等
の要件のうち、必須とした項目について基準
を全て満たしている提案をした入札者の中か
ら、入札説明書で定める総合評価落札方式の
方法をもって落札者の決定をする。

6 Summary
(1)Official in charge of disbursement of the

(2)Classification of the products to be pro-
cured : 71,27
(3) Nature and quantity of the products to be
procured : A complete set of replacement of
equipments for branch offices relating to
renewal of Hello Work System.
(4)Qualification for participating in the ten-
dering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall:1)not come under Article
70 of the Cabinet Order concerning the Bud-
get, Auditing and Accounting. Further-
more, minors, Person under Conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause.2)not
come under Article 71 of the Cabinet Order
concerning the Budget, Auditing and Ac-
counting. 3)have Grade A in the public
tender qualification category of Offer of
services etc. by Organizations related to the
Ministry of Health, Labour and Welfare
(Single qualification for every ministry and
agency) in the fiscal years 2022, 2023 and
2024. 4)prove to have no false statement in
tendering documents. 5)prove neither the
business condition nor credibility is de-
teriorating. 6)for bidders subject to the fol-
lowing insurance system and it is not in ar-
rears either of insurance premiums of labor
insurance and Welfare annuity insurance,
Health insurance, Seamen's insurance or
National pension (2 insurance year for the
last two years of the bid submission dead-
line of this bid). 7)Are not being suspended
from transactions by request of the officials
in charge of contract. 8)meet the qualifica-
tion requirements which the Obligating Of-
ficer may specify in accordance with Arti-
cle 73 of the Cabinet Order concerning the
Budget, Auditing and Accounting.
