3入札者に求められる義務等
入札に参加を希望する者は、入札説明書に明
記されている各種書類を令和7年3月31日午後
4時までに、4(1)に示す場所に提出しなければ
ならない。なお、提出した各種書類について説
明を求められたときは、これに応じなければな
らない。

(1)契約手続きにおいて使用する言語及び通貨
日本語及び日本国通貨
(2)入札保証金及び契約保証金免除
(3)契約書の作成の要否要
(4)入札の無効本公告に示した競争参加資格
のない者、各種提出書類に虚偽又は不正の記
載をした者、入札者に求められる義務を履行
しなかった者の提出した入札書は無効とす
る。
(5)落札者の決定方法総合評価落札方式を行
うので、入札金額を記載した入札書及び提案
書を提出すること。なお、落札決定に当たっ
ては、入札書に記載された金額に当該金額の
10%に相当する額を加算した金額(当該金額
に1円未満の端数があるときは、その端数金
額を切り捨てるものとする。)をもって落札価
格とするので、入札者は、消費税及び地方消
費税に係る課税事業者であるか免税事業者で
あるかを問わず、見積もった契約金額の110
分の100に相当する金額を入札書に記載する
こと。

6 Summary

required : Provision of system infrastruct-
ure for the 4th Retail Price Survey System

shall use in tendering procedures : Japanese
and Japanese currency.
(7)Qualifications for participating in the
tendering procedures: Suppliers eligible for
participating in the proposed tender are
those who shall: ①not come under Article
70 of the Cabinet Order concerning the Bud
get, Auditing and Accounting. Further-
more, minors, Person under conservator-
ship or Person under Assistance that ob-
tained the consent necessary for concluding
a contract may be applicable under cases of
special reasons within the said clause, ②not
come under Article 71 of the Cabinet Order
concerning the Buditing Ac-
counting, ③satisfy the Grade A or Grade B
qualification that is "Information pro-
cessing" or "Software development" on
"offer of services etc” in the Kanto・
Koushinetsu district. These qualifications
are specified in tender by Ministry of Inter-
nal Affairs and Communications (single
qualification for every ministry and agen-
cy), in the fiscal years 2022, 2023 and 2024
④have the qualification according to the
Article 73 of the Cabinet Order.
